- DESCRIPTION: The VA Nebraska-Western Iowa Health Care System, Omaha Division is soliciting bids for the procurement of Exterior Lawn Maintenance Service at the Grand Island VA Medical Center. The landscape contractor shall provide all materials, labor, and equipment required to complete all landscape maintenance work to include general lawn care maintenance (four (4) soil tests on four (4) different locations); turf maintenance to include general cleanup and waste removal, mowing, edging, fertilizing, lawn weed control and insect and disease control monitoring; care of trees, shrubs and ground cover to include pruning and restraining or restricting the growth of vines. Spring cleanup to include trash removal and cleanup, fertilizing and mulching of plant beds; Fall clean up to include leaf removal once per month minimum during November and December. All chemical applications shall be performed in accordance with current county, state, and federal laws, utilizing EPA registered materials and methods of application. These applications shall be performed under the supervision of a Licensed Certified applicator. Selection of chemicals shall be in accordance with current Cooperative Extension Service Bulletins. All companies using Integrated Pest Management shall have regular monitoring and tracking of pest populations as a central part of their program. Alternative methods to broad-spectrum pesticide applications such as biological releases or selection of pest restraint plant material will be used where practical. Selective biorational and botanical insecticides will be used in controlling pest populations when possible. Pre-bid site visit required on Tuesday, March 4, 10 a.m., beginning at Building 6, Grand Island VA Medical Center. ALL PERSONS INTERESTED IN BIDDING MUST ATTEND THE SITE VISIT. All services to be performed by fully licensed and accredited personnel, be an established business, be financially responsible, and have the necessary equipment and personnel to furnish lawn maintenance service as described in the solicitation. THIS PROCUREMENT IS A TOTAL SMALL BUSINESS SET-ASIDE. The applicable NAICS is 561730. Size standard for small business is $6.5 million. The solicitation will be ready for download on or about February 27, 2008. Hard copies of the proposal will be provided upon written request only and can be submitted via email to william.clausen@va.gov. Telephone requests will not be accepted. Any amendments issued to this solicitation will be available ONLY at the website. Offerors are reminded that they are responsible for obtaining all amendments from the website. RFQ VA-263-08-RFQ-0119 SHOULD BE REFERENCED ON ALL PROPOSALS. The contractor shall provide all necessary equipment and labor and materials to provide Landscape Maintenance at the VA Nebraska-Western Iowa Health Care System Grand Island Division, 2201 Broadwell Avenue, Grand Island, NE in accordance with all terms, conditions, provisions and the Schedule of this solicitation for the date of award, April 1, 2008 through March 31, 2009, and two subsequent renewal periods, April 1, 2009 through March 31, 2010 and April 1, 2010 through March 31, 2011.
