Description
SYNOPSIS OF CERTIFICATION AND ACCREDITATION (C&A) REQUIREMENT FOR THE READY RESERVE FORCE (RRF) MANAGEMENT SYSTEM (RMS) INFORMATION TECHNOLOG/INFORMATION SYSTEM (IT/IS) (I.) GENERAL INFORMATION (I.)(-A.-) In order to comply with Office of Management and Budget (OMB) Circular A-130, Management of Federal Information Resources; Title III of the E-Government Act (Public Law 107-347), entitled the Federal Information Security Management Act (FISMA) of 2002; National Institute of Standards Special Publications (NIST SP); and DOT Guidelines and requirements, the U.S. Department of Transportation's (DOT) Maritime Administration (MARAD) made Federal Supply Schedule (FSS) Order No. DTMA1F08032 to Contract GS-35F-0404S to DNC Corp in the amount of $143,500.00 under the competitive procedures of Federal Acquisition Regulation (FAR) subpart 8.405 "Ordering Procedures for Federal Supply Schedules". <> <> <> <> <> <> <> <> <> <> <> <> <> <> <> (II.) NONCOMPETITIVE CONTRACT ACTION: (II.)(-A.-) MARAD has identified another requirement that is within the scope and under the terms of the existing order. Thus, MARAD intends to issue Modification No. 0001 to DNC Corp. for additional services in the amount of $30,000.00 pursuant to the Changes clause. Restricted consideration is justified under the authority of FAR subpart 8.405-6 "Limited Sources Justification and Approval". (II.)(-B.-) This requirement was removed from an enclave in the requirements statement when the original order was made to DNC Corp. Funding is currently available to meet this requirement. Therefore, this requirement is being added to the contract by modification in accordance with FAR 52.232.18 Availability of Funds. <> <> <> <> <> <> <> <> <> <> <> <> <> <> <> (III.) STATEMENT OF WORK (III.)(-A.-) RMS is a Major Application (MA) of moderate sensitivity, as defined by FIPS 199. RMS - (formerly Nautical Systems 5 (NS5)) is part of the Ready Reserve Force (RRF) Management System (RMS). This system provides the capability to plan and conduct maintenance and logistics actions, and purchase parts and services utilizing a workflow capability. NS5 is also used to deliver and store contract deliverables, budget information, and critical equipment/part information and locations. (III.)(-B.-) Information processed is: (-1.-) Financial- Cost of parts and services, budget information; (-2.-) Proprietary- Contractor contacts and previous business conducted with subcontractors; (-3.-) Internal Administration- Government acquisition communication; (-4.-) System Configuration- Onboard system configurations, drawings, maintenance texts; and (-5.-) Logistics Information- Equipment/Parts inventories, locations, transfers, work performed/being performed. (III.)(-C.-) The contractor shall certify and accredit RMS in accordance to all actions as described in this proposal. In addition, the contractor shall evaluate controls for 10% of MARAD ships (currently 50 ships) for compliance. <> <> <> <> <> <> <> <> <> <> <> <> <> <> <> (IV.) PERIOD OF PERFORMANCE: The Period of Performance is from 4/26/2007 THROUGH 10/26/2008. <> <> <> <> <> <> <> <> <> <> <> <> <> <> <> (V.) ADDITIONAL INFORMATION (V.)(-A.-) The contract action is for services for which the Government has solicited and negotiated with selected vendors under the Federal Supply Schedule (FSS) program is also known as the GSA Schedules Program or the Multiple Award Schedule Program. The FSS program is directed and managed by GSA and provides Federal agencies with a simplified process for obtaining commercial supplies and services at prices associated with volume buying. (V.)(-B.-) Interested persons MAY identify their interest and capability to respond to the requirement. This notice of intent is NOT a request for competitive proposals. Information received will normally be considered SOLELY for the purpose of determining whether to conduct a competitive procurement.
