- The purposes of this amendment are 1) to provide more descriptive data for CLINS 0001 thru 0004, 2) to amend quotation submission instructions, 3) to amend evaluation factors for award and 4) to extend the response date. See revised RFQ below. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items - as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation document will not be issued. This solicitation is a Request for Proposal (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23. FAR Part 13 procedures are being used. The Office of the Chief Information Officer provides computer enterprise storage solutions to NIST programs. The OCIO now has a need to provide 18 Terabytes of enterprise storage to NIST programs. To meet this need, the OCIO is seeking to acquire Cordata Systems (2) MMR1200 RAID Array storage systems or equivalent storage systems. The storage system must be able to support both Serial Attached SCSI (SAS) drives and Serial Advanced Technology Attachment (SATA) drives. Section 508 does not apply to this procurement. This is a small business set-aside competitive procurement for the following: CLIN 0001 (Quantity 2; Unit : Each) Cordata Systems Part #CDS/XY52RF-06X750 - (OR EQUAL) 12 Bay 3GHz SAS Enclosure, 1024MB Cache 4GB Fibre RAID controller (upgradable to 2 A/A controllers), Dual N+1 Power. 6ea 750GB SATA RAID drives with mounting sleds, Global web management controller, rack mounting kit. Includes 3 year standard manufacturer's warranty service. CLIN 0002 (Quantity: 2; Unit: Each): Cordata Systems Part # CDS/XY52RF-CTRL 1GB (OR EQUAL) MMR1200 RAID controller, 1024MB cache. Upgrades MM1200 to dual A/A RAID controllers. CLIN 0003 (Quantity: 4; Unit: Each): Cordata Systems Part # CDS/XY54UPG-03X750 - (OR EQUAL) MMR1200 RAID Array 3-pak 750GB 7200 RPM SATA disk drives with mounting sleds. CLIN 0004 (Quantity:2; Unit: Each): Cordata Systems Part # CDM/XY-R21-AR-S3 - (OR EQUAL) 3 year advance replacement parts express service for MMR1200 with up to 12 drives. Local spares. Delivery for Item Numbers 0001 through 0004 shall be FOB DESTINATION. Provisions and clauses that apply to this RFQ may be downloaded at http://acquisition.gov/comp/far/index.html. The following provisions apply to this acquisition: FAR 52.211-6; FAR 52.212-1; FAR 52.212-3; FAR 52.212-4; FAR 52.212-5 (including the following fill-ins: 52.219-6; 52.219-28; 52.222-3; 52.222-19; 52.222-21; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.222-50; 52.225-13; 52.232-33). Quotation Submission Instructions: Offerors shall include the following in their quotation: (1) The solicitation number; (2) The name, address, and telephone number of the Offeror; (3) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (4) FOB Destination-based firm-fixed-price for each CLIN (CLINs 0001 through 0004 above) and any discount terms; (5) Proof that the Offeror currently has authorized reseller status for the products being quoted; (6) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(k) for those representations and certifications that the Offeror shall complete electronically); (7) Acknowledgment of Solicitation Amendments; and (8) If the quotation is not submitted on the SF 1449 form, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotations shall be submitted by email so that they are received at Janice.moten@nist.gov no later than Mar 3, 2008. The Offeror may fax any documents that cannot be emailed; they shall be faxed to Janice Moten at fax (301) 975-3839 so that they are received by 3:00p.m. on Mar.5, 2008. Evaluation Factors for Award: Award will be made to the offeror whose quotation is deemed to represent the lowest price, technically acceptable offer. The Government anticipates the award of a firm-fixed-price contract no later than March 10, 2008.
