Description
The National Institute of Mental Health (NIMH) is seeking information on all sources capable of providing NIMH with an Information Support Center. The contract will be designed to ensure that vitally needed information on the treatment of mental disorders is disseminated to members of the general public and to the health care professionals responsible for their care. The contractor must have a proven track record in responding to inquiries on public health issues and staff with requisite biomedical, psychology, behavioral and social science knowledge and technical expertise as well as an in-depth understanding of mental health issues. To meet the requirements of this contract the contractor shall have the following capabilities: 1) The contractor must demonstrate ability to screen and respond appropriately to 100,000+ inquiries per year, received by mail (20,000+), e-mail (11,000+), order forms-online & paper (10,000+), toll free requests for publications (25,000), and fax, and telephone (40,000+), about NIMH programs and activities, mental illnesses or mental health; 2) The contractor must demonstrate that information specialist(s) possess the necessary background and knowledge in biomedical or psychology, behavioral and social sciences, and expertise to compose in plain language customized responses to queries from researchers, mental health professionals, patients, members of Congress, the public, and others; and prepare in proper format; 3) The contractor must have a staff member knowledgeable about clinical trials to respond to requests for information on NIMH supported clinical studies; 4) The contractor must have staff fluent in Spanish to respond in writing and by telephone; 5) The contractor must have a demonstrated ability to develop, test, implement, enhance and maintain integrated web-based, multi-user, database systems with user friendly interfaces for a) inquiries and inventory management; b) mental health resources/referral; c) an email response and records retention system, and d) a mailing key/label system. The inquiries tracking and inventory management system must be able to provide a publications online ordering system for linkage from the NIMH web site and a database of standard language paragraphs. The online ordering system would provide for automatic integration into the inquiries response system. In addition, smart packet handling is necessary for the requests coming in from the toll free numbers referenced in items 11 & 12. The mailing keys system must be able to establish new mailing lists, provide lists and/or pressure sensitive labels (electronic or hard copy) as needed. In addition the database shall be capable of sorting and merging by identifier codes, last name, organization, state, zip codes, etc., and be able to bar code labels. Systems a & b must be able to be utilized in tandem. System c might be integrated as well. All systems must be accessible on-line by contractor and NIMH staff. Contractor staff must be expert in migrating data from legacy systems to current and/or new system(s); 6) These systems (referenced in item 5) must be compatible with NIMH operating systems which are Lan based, IBM compatible PC workstations with Windows 98+, and MS Office Suite 2000 or better, multi-user systems. The Institute's email system is MS Exchange. The systems design must have the flexibility and capacity to provide for expanded storage and data retrieval. 14) The contractor must also provide support for the NIMH Constituency Outreach and Education Program (COEP), in dissemination of NIMH educational information and publications to the COEP's 51 partners-i.e. s evaluation of the information received. Any business or organization that believes it has the capability to fulfill this requirement should submit a brief narrative response (5-10 pages, single-spaced), indicating previous experience and capabilities related to the above work. Capability Statements should clearly state/describe: 1) the offerors experience and personnel qualifications to perform this work; 2) your type of business or organization, its size (number of employees and gross annual revenue), your eligibility under 8(a) or other set-aside programs, as applicable (Note: the applicable NAICS code for this requirement is 561210 (this has an SBA Size Standard limit of $32.5M in annual revenue); and 3) your management structure, history of your organization (e.g., number of years in business and DUNS #); and 4) other resources available to perform this work (e.g. scientific equipment, laboratory facilities, industry security clearance, etc.). As a result of this SS, the NIMH may issue a Request for Proposals (RFP). In the event a RFP will be issued, North American Industry Classification System (NAICS) code 561210 is being considered. However, should such a requirement not materialize, no basis for claims against the NIMH shall arise as a result of a response to this Sources Sought or the NIMH's use of such information as part of our evaluation process.
