Description
The Naval Air Warfare Center Weapons Division, in conjunction with the Dynamic Target Engagement and Enhanced Sensor Capabilities Future Naval Capability (FNC) sponsored and managed by the Office of Naval Research (ONR), is soliciting applied research and advanced technology demonstration proposals for the development and flight demonstration of an innovative, small, efficient, heavy-fuels propulsion system suitable for small, tactical unmanned aerial vehicles (UAVs). It is anticipated that up to $8.0M over two years will be available for this solicitation, subject to appropriation and approval by ONR. The program seeks to develop and demonstrate technology for a heavy fuel propulsion system for small tactical UAVs. The propulsion system prototype should significantly improve upon current system performance suitable to a technology readiness level (TRL) of 6 within 24 months. TRL 6 for this program is defined as a flight demonstration of the propulsion system prototype in a representative unmanned aerial vehicle. The propulsion system developed shall be suitable for flight testing on a small UAV to be determined and supplied by the government team at a later date. It is the intent of the government team to provide the aircraft and integration requirements prior to the invitation to submit full proposals. The final configuration shall be technically suitable for transition into the System Development and Demonstration (SDD) program acquisition phase. The propulsion system shall be defined as all the components, sub-components, and auxiliary equipment necessary to operate the engine except for electrical power conditioning equipment, the fuel, fuel supply reservoir, fuel tubing from the reservoir to the fuel pump or fuel manifold, and fuel tank heater. Individual technologies may address such technical areas as combustion, thermodynamics and chemical kinetics; fuel delivery and atomization; intake and exhaust systems; fluid dynamics; advanced materials and structures; thermal management systems; power generation systems; mechanical systems; controls, accessories and engine health management systems; drive train and gearbox; and propellers. The use of integrated electrical power generation design features is highly encouraged. Specifics of the engine configuration, such as if it is required to be a pusher or puller, will be provided prior to the start of development with the determination of the flight demonstration vehicl! e. Materials characterization, tailoring, processing, and behavior may be included in this effort to the extent that it is related to the development of advanced engine components or issues associated with durability and shipboard suitability. The desired technical effort should consist of one or more advanced technology component development tasks that may include conceptual, preliminary, and detailed design, fabrication, assembly, instrumentation, component rig or bench testing, engine demonstrator testing on both the ground and in flight, data analysis, and reporting. It is likely that individual offerors will not have the complete skills to successfully execute the program in its entirety. Therefore, business-to-business or business-to-academia coordination or partnerships are highly encouraged to improve analysis, design, and testing capabilities as well as pre-production design and planning. This publication constitutes a Broad Agency Announcement (BAA) as contemplated in Federal Acquisition Regulation (FAR) 6.102(d)(2). A formal Request for Proposals (RFP), solicitation, and/or additional information regarding this announcement will not be issued. The Naval Air Warfare Center Weapons Division (NAWCWD) will not issue paper copies of this announcement. NAWCWD reserves the right to select for award all, some or none of the proposals in response to this announcement. NAWCWD reserves the right to fund all, some or none of the proposals received under this BAA. NAWCWD provides no funding for direct reimbursement of proposal development costs. Technical and cost proposals (or any other material) submitted in response to this BAA will not be returned. Awards will be in the form of contracts. Therefore, proposals submitted as a result of this announcement will fall under the purview of the Federal Acquisition Regulations (FAR).
