Description
The Specialty Center Acquisitions NAVFC intends to negotiate a bridge contract, on a sole source basis, to the incumbent contractor, Computer Sciences Corporation (CSC), CA. This purchase will be under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized under the authority of U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1. Computer Sciences Corporation will continue to provide Integrated Logistics Support (ILS) that includes but is not limited to acquisition of Commercial Off-The-Shelf Technical Manuals, development of Allowance Parts Lists, development of Allowance Equipage Lists, development of Technical Documents such as User Logistics Support Plans, technical Support on-site at NFELC; and providing logistics assistance and review of ILS documentation as part of the overall logistics support package for equipment procured for NECC units deployed in support of the Global War on Terrorism (GWOT), including the Mine Resistant Amb ush Protected (MRAP) family of vehicles, and required for policy and process development as part of the Navy Expeditionary Combat Enterprise (NECE) Cross-Functional-Team (CFT 3) working groups. Absence of proper ILS support for deployed equipment makes proper use, maintenance and repairs of CESE significantly more difficult and time-consuming, and may contribute to the loss of the CESE well short of its useful life. Any delay in providing this ILS support can delay the deployment of this vital equipment to Navy Expeditionary Combat Command (NECC) and the Naval Construction Force (NCF/Seabees) field units in combat areas. To remove barriers from competition in the future, we anticipate soliciting the follow on contact for ILS support services on a competitive basis no later than nine months from the award of this bridge contract, 1 March 2008. The bridge contract will be a Not to Exceed (NTE) nine (9) month, Time and Materials contract in the estimated ceiling amount of $5,0 00,000. This contract is intended to bridge the period between the end of the existing contract which expires on 28 February 2008 and a new competitive award to be in place within nine (9) months or sooner. This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals or quotations. No solicitation document exists. No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice.
