Description
The VA Pittsburgh Healthcare System, University Drive C, Pittsburgh, PA 15240 has a requirement for a Medical Waste Autoclave. NAICS code is 332420. The scope of the project bid shall include: Site Preparation, Equipment, Installation, Validation Testing, Operator Training, and Maintenance. Site Preparation shall include: Dismantling and removal of existing autoclave equipment, and Erect Steel Platform. Dismantling and removal of existing platform and compactor at dock height. Erect steel Platform at dock height Platform shall be of sufficient capacity and area for Equipment Placement, Equipment Operation, Equipment Service and Sufficient walkway access from paved lot to storage area and dock. Platform shall include: Stair access to/from paved lot and Stair access to/from storage area. Erect suitable enclosure for equipment on new steel platform including cover. Adaptation and extension of existing utility services to suite new equipment. Shall Include: Steam, Electricity, Compressed Air, Water, Vent, Drain Equipment (Shall not have a shredder) but should consist of: One new medical waste autoclave having the following Physical characteristics: Dimensions: horizontal cylinder approx 5' in Diameter by 14' long, Vessel and piping of Stainless Steel, Fully insulated vessel & Piping, Vessel must have ASME Stamp U, Controls must have UL Label, Platform scale, Radiation Monitor & Detector, Liquid Ring Vacuum Pump, Bin washing system. Material Handling Characteristics: Five (5) Carts/Bins shall be provided. Cart/Bin shall be constructed of aluminum and/or stainless steel have a minimum capacity of 1.25 cu yds. each. It should be self- dumping into the mouth of the compactor from dock height (without the use of mechanical dumper/tipper), include a removable and securable lid, be marked with the Biohazard symbol and the word Biohazard and be sure that the two will fit into the vessel for processing during each cycle and also be separable from one another such that the floor castors are never subjected to the autoclave process. The Control Characteristics: PLC process controller, UPS power supply and surge protection and User Interface Including Minimum 17" color touch screen, Operator Identification and authorization , Status/Instruction notification, real time process temperature indicator, real time process pressure indicator, Door Position and Seal Status indicator, and Spore Testing reminder/ notification. Must be Network ready with Built-in Records Management Characteristics, Integrated Electronic Searchable Database of equipment records, Records retention on board for a period of 7 years, including cycle history, alarm/event history, operator training and maintenance, and spore testing. Integrated Laser Printer shall be provided and Laser Printer shall use 8.5" x 11" cut sheet paper. Integrated DVD-R/W shall be provided for Database back-up, and Web based records access. Process Characteristics: User selectable cycle based on waste load characteristics, Automatic parametric setting based on weight, Airborne Pathogen treatment by gravity steam (before Pre- vacuum). Pre-vacuum cycle(s): Single or multiple cycles depending on waste characteristics: Single pulse for Red Bag Waste, Double pulse for large containers & Lab Waste, Triple pulse for suction canisters, Cool Down Cycle, cold water spray against bin sides renders bin safe to touch. Efficacy Characteristics: Shall meet or exceed efficacy standards set by the State of Pennsylvania, Comprehensive manufacturers efficacy testing protocols and results shall be provided. Shall also include Independent 3rd party verification within the last 3 years, Include loading descriptions and testing protocols. Suction Canister testing must be included and prove a minimum 4 log 10 reduction of G. Stearothermophilus. Red Bag testing must be included and prove a minimum 4 log 10 reduction of G. Stearothermophilus. Compactor: One Compactor including the following: Minimum Self Contained 30 yard unit (Sealed Unit), Gated Feed Hopper, Remote Operator Station, UL Rated Key Operated with All Circuits Fused - 3 Push Button Station Start/Stop/Reverse, Fire hose connection - Meets all of ANSI and OSHA standards, Advanced Warning Light of 3/4 Filled, Thermostatically controlled Oil Heater, Electric Motor 3/60/208-230. Installation: Installation of all above equipment shall include transportation of equipment to site, include placement and fastening of all equipment, include connection of utilities to equipment as necessary, Steam, Electricity, Compressed Air, Water, Vent, Drain, and be in accordance with State & Local Codes. There should be operational testing of equipment and components, and Calibration of Scale, Radiation Monitor, Thermocouple and Pressure Transducer. Validation Testing shall be performed to validate the manufacturers recommended cycle protocols and parameters, and include adjustments to protocols and parameters as necessary to meet standards and be completed prior to final acceptance of project completion. Operator Training shall be provided to daily users, maintenance personnel, and appropriate department supervisors and managers. Service: Maintenance Service Contract on Sterilizer Shall Include a 10 year service contract including all parts, labor, freight, transportation and travel expenses, except autoclave cart liner to be performed by a qualified technician. Response times: If the call is received by 10 AM, the response will be the next business day for parts orders and 48 hours for technician visits. It shall include Quarterly Preventative maintenance, including additional and ongoing Operator training as needed. It shall include preventative maintenance according to the manufacturer's schedule and shall include include routine and emergency repair Service, including all parts, labor, freight, transportation and travel expenses. This does not include the Compactor. Pricing for the bid shall be one fixed total price for all of the above. The solicitation will be made available on or about March 7, 2008 and the date for receipt of proposals will be March 17, 2008. All bidders are advised they are responsible for obtaining amendments to the solicitation from the FBO website.
