Description
NASA/GRC plans to add services under purchase order NNC07QB32P for the following Commercial item/services: Configuration Support for the United Kingdom-Disaster Monitoring Constellation (DMC) Satellites. NASA/GRC intends to utilize the services of Surrey Satellite Technology, Ltd. (SSTL). The United Kingdom (UK) DMC is the only spacecraft with an Internet Protocol (IP) router onboard-the Cisco router in Low Earth Orbit (CLEO). SSTL is the sole provider of IP compliant satellites that NASA can utilize to perform delay/disruption tolerant networking (DTN) research. NASA has already obtained licenses to transmit and receive at the DMC satellite frequencies required for the satellite ground station support. Estimated requirements: an additional 50 satellite passes and 1 DTN test for fiscal year ending September 30, 2008, and 100 satellite passes for fiscal year ending September 30, 2009. The DMC satellites shall be configured for: 1) Receive only telemetry at 38.4 kbps downlink 2) Low rate receive and transmit to the Onboard Processor 3) Low rate receive and transmit to the Cisco router (CLEO) 4) High-rate image passes via the SSDR 5) High-rate image passes via the Cisco Route Interested organizations may submit their capabilities and qualifications to perform the effort in writing (e-mail is acceptable) to the identified point of contact not later than 4:30 p.m. local time on February 29, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Facsimile or oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
