- NAICS Code: 811219 The US EPA National Enforcement Investigations Center under the authority of the FAR Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to JEOL USA Inc. for a preventative maintenance service contract on the JEOL 500MHz NMR Eclipse Plus spectrometer, 64 position sample changer, auto tune probe, pulsed field gradient amp and two additional probes. The justification is as follows. Only JEOL has the trained and experienced service engineers who can provide a service agreement on the equipment. In addition, this NMR instrument was manufactured by JEOL and only they can properly service this equipment. For example, the JEOL service engineers are the only service engineers who have the access to the service manuals and service knowledge to disassemble, assemble and test a complex instrument such as this NMR instrument. Furthermore, JEOL is the only source of electronic boards and parts for this NMR instrument. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting this requirement may submit a response, which if received within two days of the closing date of this announcement, will be considered.
