DESCRIPTION: The U.S. Coast Guard intends TO PROCURE A SPORT UTILITY VEHICLE MEETING THE ATTACHED SPECIFICATIONS. This notice is a solicitation for a commercial ITEM in accordance with Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Therefore, please read this entire notice, the instructions herein, and the attachment documents carefully. This acquisition is on a(n)SMALL BUSINESS SET-ASIDE. HOW TO RESPOND: In order to compete for this project, interested parties must demonstrate that they are qualified to perform the work by providing a brief (20 pages or less) Technical and Cost Proposal by 2:00 PM, ET, JAN 18, 2008. Cost Proposal: provide Firm Fixed-Price. Offerors must submit proposal to Baptistia Albino, USCG Headquarters Support Command, Code A-3, Room B411, 2100 Second St. SW, Washington, DC 20593. Electronic transmissions to Baptistia.Albino@uscg.mil are PREFERRED, and must be timely. Proposal Evaluation Criteria: Award will be based on TECHNICAL SPECIFICATIONS, PRICE, AND DELIVERY TIME. Questions about this requirement must be in writing and submitted by fax or e-mail. Telephone inquiries are strongly discouraged. All inquiries must include the solicitation number, your full name, organization name, address, phone and fax numbers, and must be received by 1:00 PM ET, JAN 16, 2008. Offerors can retrieve these clauses on the INTERNET at www.arnet.gov. The contractor shall furnish a 2 year lease for a new Sport Utility Vehicle with the following specifications: (1 ) 4 wheel drive for driving in climate weather. (2) Vehicle must be black in color to match other vehicles in service. (3) Front driver's side and passenger side windows should be equipped with 70% tint for security reasons. (4) All windows to the rear of the front doors should be equipped with limo tint for security reasons. (5) Engine must be a 5.3 liter V8 or higher to provide power to accelerate and evade a possible security threat. (6) Must have a towing package to facilitate the transportation of Security Detail bicycles. (7) Vehicle must have 3" Row Seating for the transportation additional staff members to functions. (8) The 2" Row Seating must be captain's chairs so that a brief case may be placed between than for easy access out of the way of the principle, (9) Vehicle must be equipped with Air Conditioning and Heat with controls in the rear passenger compartment. (10) Equipped with On Board Navigation System to assist in navigating to seldom visited sights. (11) AM, FM, and Satellite Radio to monitor news and traffic for different areas. (12) Reversing Camera to assist with backing in tight quarters and to minimize the risk of vehicle mishap. (13) Must be equipped with a shifter on the c o l m to accommodate the emergency vehicle equipment. (i.e.; Radio, and switch box for emergency lights) (14) 42 Cubic Feet of Cargo space behind the 3d Row seat to accommodate the transportation of equipment and luggage with several passengers. (15) Touch pad entry on drivers side door (16) Estimated annual mileage is 15000 (17) Required Delivery is 8-10 weeks (18) The Coast Guard will procure the vehicle tags.
