- This is a combined synopsis and solicitation for the purchase of pipe for the US Bureau of Reclamation / Yakima Field Office. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement is issued under the Simplified Acquisition Procedures (SAP). The NAICS code is 326122, Plastic Pipe and Pipe Fittings Manufacturing size standard is 500 employees.Technical and quantity requirements are as follows: Item 1:460 feet of 36" ADS Low Head Pipe, High Density Polyethylene (HDPE) : ADS N-12 Low Head Corrugated Pipe with double gasketed joints. Item 2: 2 each 45 degree ells, to be used with 36" ADS Low Head Pipe, High Density Polyethylene (HDPE) : ADS N-12 Low Head Corrugated Pipe with double gasketed joints. FAR 52.212-2, Evaluation-Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) technical capability of the item offered to meet the Government requirement; (2) past performance (3) price. Technical and past performance, when combined, are substantially more important as price. Award will be based on the Best Value to the Government: technical requirements stated above, price and expedited delivery, FOB 1917 Marsh Road, Yakima WA 98901 and when combined, all factors are equal. Known manufacturers include Hancor and ADS, however all other pipe manufactured that meet the requirements will be considered for this acquisition.
