Description
The Portland VA Medical Center is looking for a company that can manage the parking pass database, issue parking cards, and manage overflow parking needs with potential off-site valet solutions. The current parking pass database needs to be revalidated and a new database needs to be created. The new system needs to link into our existing gate card electronics system. The Portland VAMC has 2200 employees and 400 contract or on-station fee staff working at the medical center. Although some of these staff are off-tour night and weekend employees, the majority work at least some-time Monday through Friday during business hours. The medical center has 988 parking spaces reserved for employees scattered among 14 parking lots. Access to parking is managed through a database system connected to our proxy card electronics system. The medical center has a set of guidelines for who is entitled to parking cards based upon job type, carpool status, use of public transportation benefits, tour of duty requirements, and service level flex passes (given out to staff on an intermittent basis, not dedicated). Currently the database has 2650 active approved cards, but some system discrepancies exist. This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI.
