Description
UNITED STATES GOVERNMENT Seeks Expressions of Interest to Lease Office Space Rockville, MD The General Services Administration ("GSA" or "Government") is seeking potential sources for approximately 525,000 to 574,000 rentable square feet of contiguous office and related space in Rockville, MD for use by the National Institutes of Health ("NIH"). Several expiring leases will be consolidated and the Government will consider relocation if it will be economically advantageous to the Government. The cost of moving, alterations, impact on agency mission and other variables to be determined by the Government will be considered in the relocation decision. This requirement must be within the following delineated area: To the north, Muddy Branch Road To the east, Route 355, Rockville Pike to Viers Mill Rd. to Connecticut Ave. To the south, Cedar Lane to Huntington PKWY to Little Falls PKWY to River Rd. To the west, Seven Locks Rd. to Wooten PKWY to Great Seneca HWY The space requirement must be met in no more than four (4) adjacent buildings, with NIH as the sole tenant in each building. Expressions of Interest from multiple buildings on a single site or multiple sites offered through a joint venture or other partnership will be considered. The anticipated term is 10 years firm. The estimated occupancy date is July 1, 2009. Buildings offered for consideration must be of sound and substantial construction of the type generally recognized as contemporary with the ability to demonstrate meeting all current applicable Federal, state, and local government building codes and regulations including, but not limited to, fire and life safety, accessibility, OSHA, and seismic protection. Specific Government requirements include, but are not limited to, the items described below. The offered building(s) must have access to fiber optic cabling capable of being attached to the occupant's "backbone". The offered space must have available a minimum of 2,118 parking spaces. The occupant will contract directly with the owner for these spaces. The offered building(s) must meet "Level 4 Security" as prescribed by the Government's security standards. Available at www.oca.gsa.gov. The offered building(s) must provide the current and potential electrical and mechanical capacities. The building must have a "grounded busbar". Expressions of interest must be submitted in writing and should include the following information at minimum: Site's legal description, recent survey, and property identification numbers (PIN) Building name/address Location of space in the building and date it will be available One-eighth inch scale drawing showing location of offered space ANSI/BOMA defined office area/useable square feet (USF) Rentable Square Feet (RSF) offered and rental rate per square foot, specifying services, utilities, and tenant improvement allowance included Common Area Factor used to determine the RSF Name, address, telephone number, and email address of Owner"s Representative Owner's name and address and written statement from owner identifying Owner's Representative and granting it authority to provide information on the property. Parking Availability Building setback information The Government's decision regarding the consolidation and/or relocation of NIH will be based, in part, on information received in response to this advertisement. In the event that a potential offeror fails to provide the requested information, the Government reserves the right to assume that the potential offeror in question cannot meet the Government's requirement. GSA is using a tenant broker to represent the Government in lease negotiations for this transaction.
