- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 13 and the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number RFQ N00244-08-T-0196 applies. This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 2000-2001-06 and DFAR Change Notice 20020314. It is the offeror?s responsible to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. . This is unrestricted procurement. The North American Industry Classification System (NAICS) code of this acquisition is 334220. The Fleet and Industrial Supply Center San Diego requests responses from qualified source capable of providing multiband, multimission Vehicular Radio System in accordance with the attached specification. Each offeror shall submits commerical product brochures and technical information of the required multiband, multimission Vehicular Radio System. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The following FAR provision and clauses are applicable for this procurement: 52.212-1, Instruction to Offerors ? Commercial Items applies. Addendum to FAR 52.212-1, Paragraph (b)(5): Offers shall provide an express warranty which at a minimum shall be the same warranty terms, including offers of extended warranties, offered to the general public. Express warranties shall be included in the contract. Clause 52.212-4, Contract Terms and Conditions - Commercial Items applies as well as the following addendum clauses: FAR 52.211-5, Material Requirements. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders - Commercial Items applies with the following applicable clauses for paragraph (b): FAR 52.222-37, Employment Reports on Disabled Veterans and Vet erans of the Vietnam Era. FAR 52.217-9 ? Option to Extend the term of the contract, FAR 52.222-41, Service Contract Act of 1965. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies with the following clauses applicable for paragraph (b): DFARS 252.225-7001, Buy American Act and Balance of Payment Program; and DFARS 252.225-7012, Preference for Certain Domestic Commodities; and addendum provisions DFARS for Certain Domestic Commodities. OFFEROR REQUIRED TO COMPLETE AND INCLUDE A COPY OF THE FOLLOWING PROVISIONS WITH THEIR PROPORALS: FAR 52.212-3, Offeror Representation and Certifications - Commercial Items. Note: the full text of the Federal Acquisition Regulation (FAR) can be accessed on the Internet at www.arnet.gov.far; Defense Federal Acquisition Regulation Supplement (DFARS) can be accessed on the Internet www.dtic.mil/dfars . IMPORTANT NOTICE: DFARS 252.20 4-7004 "Required Central Contractor Registration" applies to all solic itations issued on/or after 06-01-98 and/or if the offeror has completed the annual representations and certifications electronically in http://orca.bpn.gov . Lack of registration in the CCR database will make your offer ineligible for award. AWARD CRITERIA: Commercial Items is applicable to this procurement. The final award price will be based on a combination of price and delivery of technically acceptable system, and contractor determination of responsibility within mthe meaning of FAR Part 9, and acceptance to the provisions set forth herein. All quotes shall include price, a point of contact, name and phone number, GSA contract number, if applicable, business size and payment terms. Each response must clearly indicate the capability of the offeror to meet all specification and requirements or list any deviations when submitting your quote.
