Description
Subject: Market Research for Ka-Band Kits for Warfighter Information Network  Tactical (WIN-T) Increment 1 (formerly known as JNN-N) Satellite Communications (SATCOM) Equipment. Introduction: The Project Manager, Warfighter Information Netw ork-Tactical (PM, WIN-T), is conducting Market Research to identify sources to produce and field Ka-Band Kits and accompanying Modem Upgrade Kits and Spares Kits that enable the WIN-T Increment 1 AN/TSC-167F (V)1 & (V)2, Lot 9+ SATCOM Transportable Termina ls (STTs) and AN/TSC-169A, Lot 9+ Unit Hub SATCOM Truck (UHST) to operate in the Ka-Band on the Wideband Global SATCOM (WGS) constellation of satellites. Scope: Produce and field Ka-band Kits that enable both WIN-T Increment 1 Lot 9+ STT versions ((V)1 & (V)2) to operate in the Ka-Band on the WGS constellation of satellites. Produce and field Ka-band Kits that enable the WIN-T Increment 1 Lot 9+ UHST to operate in the Ka-Band on the WGS constellation of satellites. Produce and field both FDMA an d TDMA Modem Upgrade Kits. Produce and field Spares Kits to accompany the Ka-Band and Modem Upgrade Kits. Update Lot 9+ STT and UHST Monitor and Control (M&C) Systems to reflect Ka-Band Operation and new modems. Product Verification and Acceptance Testi ng of the Ka-Band Kits shall be required. Update all Lot 9+ Logistics and Training Documentation, currently under development and owned by Datapath, Inc, to reflect the new components provided in these kits and Ka-Band Operation. Contract award is antici pated in March 2008. The initial buy of these kits will support 131 STTs and 4 UHSTs. STT: The Lot 9+ STT is the latest version of STT produced by Datapath, Inc. for the Armys WIN-T Increment 1 Program. All STTs fielded to date are currently bei ng upgraded to this version. It is a trailer-based Ku-Band Satellite Terminal that is used with the WIN-T Increment 1 baseband equipment employed in support of OEF/OIF. It has an auto-acquisition/tracking 2.4M antenna w/antenna control unit, an on-board 7.5KW generator, an 8KW ECU, a 400 watt Ku-Band HPA with Block Upconverter (BUC), a 10 Mhz reference, a L-Band spectrum analyzer, LNBs, TDMA & FDMA satellite modems, an Inverter based UPS and FO converters. STT Ka-Band Kit Requirements: -The STT Ka-Band Kit must have already successfully completed formal Government testing for ARSTRAT Certification on a Lot 9+ STT. Offerors responding to this Market Research must provide testing/certification documentation including Government POC information.<BR >-The STT Ka-Band Kit must operate on the Lot 9+ STT and get integrated into the current Army support system. Offerors must provide description of knowledge of the Lot 9+ STT configuration and M&C System. Offerors must provide description of knowledge of the Lot 9+ STT Logistics Documentation, including Technical Manuals with RPSTL, Training Materials and Provisioning. -Offerors must provide Ka-Band Kit parts list and recommended spares list. STT FDMA Modem Upgrade Kit Requirements: -Offerors must provide FDMA Modem Upgrade Kit parts list, including a Raydyne DMD-2050 Modem or fully interoperable equivalent, and recommended spares list. STT TDMA Modem Upgrade Kit Requirements: -Offerors must provide TDMA Modem Upgrade Kit parts list, including a Linkway LWS2-S2-BPBP Crypto Modem or fully interoperable equivalent, and recommended spares list. UHST: The Lot 9+ UHST is the latest version of UHST produced by Datapath, Inc. for the Armys WIN-T Increment 1 Program. All UHSTs field ed to date are currently being upgraded to this version. It is a FMTV-based terminal with an auto-acquisition/tracking 3.9M antenna w/antenna control unit, redundant 20KW generators, redundant 18K ECUs, redundant 750 watt Ku-Band HPAs, redundant block up and down converters, redundant LNAs, 8 TDMA & 1:8 redundant FDMA satellite modems, redundant UPS, redundant Master Reference Terminal, a Monitor and Control (M &C) System and RF converter UHST Ka-Band Kit Requirements: -The UHST Ka-Band Kit must have already successfully completed formal Government testing for ARSTRAT Certification on the Lot 9+ UHST. Offerors responding to this Market Research must pr ovide testing/certification documentation including Government POC information. -The UHST Ka-Band Kit must operate on the Lot 9+ UHST and get integrated into the current Army support system. Offerors must provide description of knowledge of the Lot 9+ UHST configuration and M&C System. UHST FDMA Modem Upgrade Kit Requirements: -Offerors must provide FDMA Modem Upgrade Kit parts list, including ten Raydyne DMD-2050 Modems or fully interoperable equivalent, and recommended spares list. UHST TDMA M odem Upgrade Kit Requirements: -Offerors must provide TDMA Modem Upgrade Kit parts list, including eleven Linkway LWS2-S2-BPBP Crypto Modems or fully interoperable equivalent, and recommended spares list. MRT: The transit cased MRT controls the TDMA satellite modems. It includes redundant servers, modems and laptop. MRT TDMA Modem Upgrade Kit Requirements: -Offerors must provide TDMA Modem Upgrade Kit parts list, including two Linkway LWS2-S2-BPBP Crypto Modems or fully interoperab le equivalent, and recommended spares list. Data Rights: The Government does not own the rights to the equipment technical data nor the technical drawings. Use of any other design would require transportability certifications, safety releases and technical manuals. Our initial assessment is that only Datapath, Inc. can meet the Governments near term requirement for kits enabling Ka-Band operation of the Lot 9+ STT and Lot 9+ UHST.
