Description
This is a combined synopsis/solicitation notice for a commercial item prepared in accordance with FAR subpart 12.6, as supplemented with additional information included in this notice. This solicitation is a Request For Quote(RFQ) with an assigned solicitation number of W15QKN-08-T-8183. Closing date for this requirement is February 22, 2008 @ 4:00 est. The US Army JM&L LCMC intends to solicit on a full and open competitive basis for the following: 1.0 Scope 1.1 ARDEC requires 160,000 lbs of titanium material. The contractor shall provide material in accordance with MIL-DTL-46077, Class 2 or 3. The plates shall be 0.5" thick and a minimum of 30" wide and 60" long. The contractor shall provide 60,000 lbs within 30 days of contract award, an additional 40,000 lbs within 60 days of contract award and additional 60,000 lbs in 20,000 lb quantities every 30 days thereafter. 1.2 Additionally, ARDEC requires a total of 40,000 lbs of commercially pure titanium plate per ASTM B265 Grade 2. The plates shall be nominally 0.25" thick, 48" wide, and 96" long. The contractor shall provide 20,000 lbs within 30 days of contract award, an additional 20,000 lbs within 60 days of contract award. 2.0 APPLICABLE DOCUMENTS MIL-DTL-46077 ASTM B265 These documents may be obtained by contacting cathy.kallistros@us.army.mil. 3.0 PERFORMANCE REQUIREMENTS 3.1 Material 3.1.1 The contractor shall deliver titanium ballistic panels meeting the following requirements: 3.1.1.1 The titanium shall meet the requirements of MIL-DTL-46077, Class 2 or 3. 3.1.1.2 The plates shall be nominally 0.5" thick and a minimum of 30" wide and 60" long. 3.1.2 The contractor shall deliver commercially pure titanium meeting the following requirements. 3.1.2.1 The titanium shall meet the requirements of ASTM B265, Grade 2. The material shall be provided in plates nominally 0.25" thick, 48" wide, and 96" long. Variations in thickness, length, and width shall be as permitted per ASTM B265. 3.2 Ballistic and Mechanical Testing 3.2.1 Titanium Ballistic Material 3.2.1.1 The contractor shall conduct material mechanical and ballistic testing to support the requirements of MIL-DTL-46077. The contractor shall provide appropriate documentation to demonstrate compliance with MIL-DTL-46077. 3.2.2 Commercially Pure Titanium 3.2.2.1 The contractor shall provide appropriate documentation to demonstrate compliance with ASTM B265 (There is no ballistic requirement for the commercially pure titanium supplied per ASTM B265). 4.0 DELIVERABLES 4.1 Titanium Ballistic Material 4.1.1 The contractor shall deliver 60,000 lbs of titanium ballistic panels per MIL-DTL-46077, Class 2 or 3 within 30 days of contract award. The plates shall be nominally 0.5" thick and a minimum of 30" wide and 60" long. 4.1.2 The contractor shall deliver an additional 40,000 lbs of titanium ballistic panels per MIL-DTL-46077, Class 2 or 3 within 60 days of contract award. The plates shall be nominally 0.5" thick and a minimum of 30" wide and 60" long. 4.1.3 The contractor shall deliver an additional 60,000 lbs in 20,000 lb quantities every 30 days thereafter. 4.1.4 The contractor shall provide appropriate documentation to demonstrate compliance with MIL-DTL-46077. 4.2 Commercially Pure Titanium 4.2.1 The contractor shall deliver 20,000 lbs of commercially pure titanium plates per ASTM B265, Grade 2 within 30 days of contract award. The plates shall be nominally 0.25" thick and a minimum of 48" wide and 96" long. 4.2.2 The contractor shall deliver 20,000 lbs of commercially pure titanium plates per ASTM B265, Grade 2 within 60 days of contract award. The plates shall be nominally 0.25" thick and a minimum of 48" wide and 96" long. 4.2.3 The contractor shall provide appropirate documentation to demonstrate compliance with ASTM B265, Grade 2. 5.0 GENERAL REQUIREMENTS 5.1 Period of Performance 5.1.1 The total period of performance shall be 24 months from date of contract award. 5.2 Inspection and Acceptance/FOB 5.2.1 Inspection and acceptance of procured hardware shall be destination (ARDEC, Picatinny Arsenal, NJ), and FOB shall be destination (ARDEC Picatinny Arsenal, NJ).
