- Description
- Contractor to furnish all plant, labor, parts, materials, equipment, transportation and supervision required to complete the following construction project, Replace Main Electrical Service Aircraft Maintenance Building 850, RVKQ 03-0101, Work includes construction of and modifications to Building 850, Maintenance Hanger. Remove, consolidate and/or replace the existing main electrical feeds and related sub distribution panels for Bldg. 850. Modifications include removal and installation of identified transformers, main switches, and main distribution panels with new transformers, main switches and main distribution panels. Also, work shall include new sub-panels for east side of Bldg. 850 with allowance for spare circuit breakers. Work will require coordination with building occupants minimizing overall down time during normal working hours. All new work shall be done in accordance with New York State Building Codes (fire, energy, etc.) and National Electric Code, latest edition. Work to be performed at the 914 Airlift Wing, Niagara Falls ARS, Niagara County, NY. Performance Time 180 calendar days. Proposals shall be evaluated on both past performance and price, with past performance being significantly higher than price. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value for the Government. Potential offerors should request RFP package FA6670-08-R-0001 in writing, by letter, email andrew.church@niagarafalls.af.mil or fax (716) 236-2357. Tentative issue date on or about 20 March 2008, with RFP closing date approximately 30 days thereafter. The NAICS code is 238210, the SIC code is 1731 and the Small Business Size Standard is $13 Million. A single Firm Fixed-Price construction contract will be awarded. The solicitation is being set aside 100% for Service Disabled Veteran-Owned Small Businesses (SDVOSB). The estimated magnitude of construction is between $100,000 and $250,000. Bid, Payment & Performance Bonds will be required. All offerors must be registered in the Central Contractor Registration (CCR) database and also the Online Representations and Certifications Application (ORCA) prior to award of any contract resulting from this solicitation. The use of electronic payment requests through the Wide Area Work Flow ? Receipt & Acceptance (WAWF-RA) electronic invoicing system is mandatory.
