Description
The United States Department of Transportation, Research and Innovative Technology Administration (RITA), Volpe National Transportation Systems Center (Volpe Center), in supporting the Environmental Protection Agency (EPA) Region 8, intends to solicit on a non-competitive basis with the Mount Sinai School of Medicine, New York, NY, to provide an evaluation and assessment for the Libby Center for Asbestos Related Disease (CARD) Clinic Project. Part of this support includes performing a Proof-of-Concept evaluation, onsite assessment, and beta testing by an independent third party evaluator of the CARD Data Management System (DMS) functionality in achieving the Clinics needs. The population in and around Libby, MT, has been exposed to asbestiform fibers through occupational, para-occupational and residential pathways. There is considerable anecdotal evidence accumulated by treating physicians that the course of asbestos-related pleural disease in this population appears to be more rapid and severe than observed in asbestos-exposed workers in other settings. As part of the ongoing efforts and requirements for this site response and remediation, the Technical Support Team for the Libby Superfund Site is working toward development of a baseline risk assessment (BRA) for the community that includes thorough consideration of the relationship between exposures to Libby Amphibole and the associated health effects. A complete statement of work will be set forth in the Request for Quotation (RFQ). RFQ issuance will be on or about March 6, 2008. The applicable North American Industry Classification System (NAICS) code for this requirement is 541620 and the small business size standard is $6.0M. This procurement will be conducted in accordance with FAR Part 13, Simplified Acquisition Procedures. Interested firms must submit a written capability statement to the above named point of contact providing clear and convincing evidence of the firm?s capability to provide the required services. Written capability statements must be submitted within fifteen (15) calendar days from the date of publication of this synopsis. Responses received after fifteen (15) calendar days or without the required documentation will be considered non-responsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government.
