Description
The U.S. Coast Guard Engineering Logistic Center intends to issue a solicitation and award a requirement type contract, with a base year and four (one year) option periods for the purchase of fuel oil purifiers for the 378?, 270 & 210 Coast Guard Cutters. The solicitation will be issued on a brand name or equal basis using the brand names Alfa Laval. The following items that will be purchased: TYPE I FUEL OIL PURIFER SYSTEM ? Alfa Laval, model S841 Purifier with: Alfa Laval model ACP045N Feed Pump (Part No.1762187-76), Alfa Laval Sludge Kit Part No. 570295-03, Alfa Laval model EHS-62, 56 KW Electric Heater, Part No. 1766855-15, Alfa Laval model EPC-50 Purifier Control System. The salient characteristics for this item are as follows: Environmental ? Purifiers and the ancillary equipment shall be designed to operate with ambient temperatures from 40 degrees F to 122 degrees F. -- Feed Pump - Each purifier shall be provided with a feed pump. The feed pump shall be of a self-priming design. The feed pump shall be capable of operating with at least 4 meters (13 feet) of lift at the pump suction and at least 35 psig of pressure at the pump discharge. -- Heater - Each purifier shall be provided with an electric heater with a capacity of 56 kw to heat incoming oil to the purifier manufacturer?s recommended temperature for purification. The electric heater shall be stepless. Controls shall be provided to automatically regulate the oil temperature at the purifier inlet. -- Dimensions - The feed pump, heater, sludge removal kit and control panel shall be provided either on the purifier bowl foundation or loose for installation on their own separate foundations. The overall dimensions of just the purifier bowl and its foundation (not including feed pump, sludge removal kit and control panel),shall be 47? long x 42? wide x 47? tall (1195 mm long x 1062 mm wide x 1183 mm tall). -- Controls and Instrumentation - Purifiers shall be provided with feed pump suction compound (vacuum/pressure) gage, purifier clean oil outlet discharge pressure gage, purifier clean oil outlet flow meter (with scale in gallons per minute), oil temperature gages upstream and downstream of the oil heater, pressure gages for compressed and potable water connections, and a control unit to perform monitoring, control and alarm functions. Means shall be provided to continuously monitor the water content in the oil and to initiate automatic self-cleaning cycles. The use of regulating rings or gravity rings to control the position of the oil/water interface within the purifier is prohibited. Controls shall be provided to automatically recirculate the flow of oil through the feed pump and heater when the incoming oil is too cold for the heater to sufficiently raise the temperature with a single pass through the heater. Controls shall also provide manual override capability to limit and stop the recirculation of flow due to low oil temperatures. -- Electrical - The electrical installations and equipment shall meet 46CFR Subchapter J, IEEE STD 45 and NEMA standards as applicable, and shall be compatible with the cutter standard 440VAC, 3 phase, 60 hertz ungrounded system. -- Electric Motor, Controller and Wiring - Electric motors shall meet NEMA standard MG-1 requirements. Motors shall be 440VAC, 3 phase, 60 Hz, ungrounded, and rated for Continuous Duty. Motors shall be TEFC. -- Bulkhead mount type motor controllers meeting NEMA standard 250 and NEMA standard ICS requirements shall be provided. The controller shall provide low-voltage release. -- Electric controls shall meet IEEE STD 45 and 46 CFR Subchapter J requirements for shipboard installation. Controls shall be low-voltage 120VAC single phase. -- Wiring shall be in accordance with IEEE STD 45 and NEMA standard ICS. -- Sludge handling - Type I purifier sets shall be provided with a sludge transfer system capable of automatically transferring sludge to a remote dirty oil tank. --DNV Certified Flow Rate (CFR) ? The DNV Certified Flow Rate (CFR) shown on the DNV Type Approval Certificate shall be 3200 l/h / (14 gpm) with fuel oil (380 centistokes @ 50 deg C). -- TYPE II FUEL OIL PURIFER SYSTEM Alfa Laval, model S841 Purifier with the following: Alfa Laval model ACP045N Feed Pump Part No. 1764187-76, Alfa Laval model EHS-62, 56 KW Electric Heater, Part No. 1766855-15, Alfa Laval model EPC-50 Purifier Control System? The salient characteristics for this items is identical to type I with the exception of the Sludge handling is not part of type II fuel oil purifier system ?Both Type I and Type II fuel Oil Purifier systems these general characteristics apply: The purifiers and ancillary equipment shall be manufactured from marine grade materials, suitable for marine shipboard service on US Coast Guard cutters. The purifiers shall be automatically self-cleaning. The purifiers shall be suitable for purifying Navy distillate fuel oil (F-76) in accordance with MIL-DTL-16884L, JP-5 fuel (F-44) in accordance with MIL-DTL-5624U, and Commercial Marine Gas Oil (MGO). Each purifier shall be a current production model with an anticipated manufacturing life span of at least 15 years before removal from manufacturer?s stock.-- Det Norske Veritas Certification - The purifiers shall be in accordance with Det Norske Veritas? Rules for Classification of Ships Part 6, Chapter 14 ?Fuel Treatment and Conditioning Systems?. Each purifier shall have a Det Norske Veritas (DNV) Type Approval Certificate - - Total Estimated quantity for Type I: Base Year quantity of 2 each, Option Year 2; 7 each, Option Year 3; 5 each Option Year 4; 4 each -- Type II: Base Year 5 each, Option Year 1: 7 each; Option Year 2: 5 each: Not required for option years 3 and 4. ? Technical Publications for Type I and Type II Fuel Oil Purifier System to be furnished in accordance with US Coast Guard Specification No. D-086-0483, dated 4/14/06 ? 1 each for each Type ? DNV Certificate for Type I and Type II Fuel Oil Purifier Unit ? 1 each per Type -- Data for Provisioning (DFP) , Technical Publication and DNV Certification only required in the base year --
