Description
THE ABOVE NUMBERED SOLICITATION FOR SUPPLY AND SERVICE AT SITKA, ALASKA AND KETCHIKAN, ALASKA IS HEREBY CANCELLED IN ITS ENTIRETY. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotation incorporates provisions and clauses in effect through Federal Acquisition Circular 2004-15 effective 05 Apr 2004. The requirement is being solicited as open-market using Simplified Acquisition Procedures per FAR Subpart 13. The NAICS Code is 336611with a Small Business Size Standard of 1000 employees. Solicitation number AG-0114-S-08-0002 applies. A Firm Fixed Price Purchase Order is anticipated. The Contractor is to provide all equipment, labor and materials to: install one each a Northern Lights 8 KW Gen-sets product model number M753W2, with option part package 80 amp breaker for 120 volt part number 22-70280, a 2 inch wet exhaust muffler part number 00-32000, and an upgraded panel part number S-3C, into Forest Service Motor Vessels. The project area(s) are located respectively: M/V Tongass Ranger dockside Ketchikan, Alaska Bar Harbor, Float 9, Stall 12 on Revillagigedo Island, and M/V Sitka Ranger dockside Sitka, Alaska, Government Float, Katlian Street on Baranof Island, both islands are located in Southeast Alaska. Site visits may be arranged through Mr. Roy Mitchell 907.747.4314 (rbmitchell@fs.fed.us) before January 31, 2008. The Island locations are accessible via commercial aircraft or the Alaska Marine Highway ferry system. The performance period is February 5, 2008 to April 4, 2008. The supply item portion of this order should be delivered F.O.B-Destination, not later than 45 days after receipt of order. Final inspection will be dockside at the respective Motor Vessel. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-15. The following FAR Provisions and clause apply to this request for quotation and are incorporated by reference. FAR 52-212-1, Instructions to Offers-Commercial Item (SEP 06); 52.212-2, Evaluation-Commercial items (Evaluation will be based on price and price related factors (JAN 05); 52.212-3, Offeror Representations and Certifications-Commercial Items (JAN 06) this section will have to be filled out and returned with the quote; 52.212-4, Contract Terms and Conditions Commercial Items (FEB 07); 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, (NOV 06); 52.222-51, Exemption from Application of the Service Contract Act to Contracts for Maintenance, Calibration, or Repair of Certain Equipment Requirements (Nov 2007); 52.222-53, Exemption from Application of the Service Contract Act to Contracts for Certain Services Requirements (Nov 2007); 52.232-33, Payment by Electronic Fund (CCR) (Oct 03); 52.247-15 Contractor Responsibility for Loading and Unloading (APR 84); 52.247-34, F.O.B. Destination, ( NOV 91) This contract incorporated one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make the full text available. Specifications to the order follow: 1. Remove and dispose of all fluids; oil, coolant from existing generator and move unit from engine room to an area on outer deck of the vessel so it may be removed from the vessel. Salvage shall remain Government Property. Specific to the Ketchikan based Tongass Ranger, the salvage unit shall be moved to the forecastle where it will be hoisted through the forward deck hatch. Both Ranger boats will be moved to a local dock where salvage generators will be removed by the contractor and placed in a Forest Service vehicle for transport. The NEW generators will then be loaded on the boat deck. The vessel will be moved back to its mooring where the work will take place. The contractor will be responsible for moving the new generator into the engine room for installation. 2. Generator will be professionally installed to Northern Lights installation procedures. Some modifications may be required to fit new equipment in the existing space. Install new wet exhaust muffler with Certified Wet Exhaust Hose and all stainless T-bolt hose clamps. Install new raw- water intake hose and secure with all stainless hose clamps. Reinstall fuel lines and re-attach electrical wiring. Run new wiring to wheelhouse for installation of new generator control panel and gauges. 3. Test run generator and make adjustments as needed. Leave work area in clean and working condition. 4. The Government recommends that all interested bidders visit these two vessels to review the individual installations. There exists some differences in the two engine rooms, generator placements and rigging.
