Description
The Department of Veterans Affairs has a requirement for hotel accommodations, conference space rental and hotel services in St. Louis, MO. The Department of Veterans Affairs is a federal agency and therefore exempt from any taxes. The tax exemption document will be provided upon award of the contract. The Department of Veterans Affairs, Veterans Benefit Administration, Veterans Benefits Administration, Office of Resource Management (ORM) will be hosting the 2008 ORM Financial Management and Budget Training Conference for approximately 135 employees. The hotel must accommodate 135 sleeping rooms per night with the main arrival on August 18, 2008, and departure on August 22, 2008. The hotel must provide all requirements specified for conference needs below, and must provide lodging rates within the stated federal government per diem rate for FY 2008. The breakdown for hotel accommodations are estimated as follows; Monday 8/18 (135); Tuesday 8/19 (135); Wednesday 8/20 (135); Thursday 8/21 (135); Friday 8/22 check out. Based on the breakdown described, the total rooms requested are 540 each. PAYMENTS FOR ROOMS SHALL BE VIA PURCHASE ORDER. The following are the requirements for this solicitation; all rooms must be individual /private sleeping rooms with toilet facilities smoke free and at government per diem rate or lower for St. Louis, MO. ALL offerors submitting proposals for this requirement must include Duns and Bradstreet Number and indicate whether or not their agency is registered in the Central Contractor Registration (CCR). All, the offerors must include the RFQ number on their proposal; otherwise your proposal will be considered unresponsive. The website for CCR is www.ccr.gov. Also, the offeror must be in compliance with the American Disability Act (ADA). Additional hotel requirements are: No penalty for rooms not used; Hotel must have availability to lodge all participants in one hotel; Multiple restaurants options on site (not fast food) or within 4 blocks of the hotel; One general session room is required Tues, Wed Thurs (8am-lunch) and Fri (8am-10am) all for 135 guests; Five breakout session rooms Tues, Wed, Thurs after lunch for approximately 30 people in each room; Continental breakfasts (Tuesday through Friday) to include coffee, teas, water, Danish, pastries, breakfast breads, muffins, and condiments; Morning breaks (Tuesday through Thursday) to include coffee, teas and water; Afternoon breaks (Tuesday through Thursday) to include water, soda, cookies, and brownies; AV services available to include screen rental, microphone rental, laptops, equipment support, etc. as needed; Two days TBD Guest speaker lunches for 135 guests. Two hot lunches to include beverages and dessert (to be paid by credit card); Monday night cash bar reception with appetizers for 135 guests. The award of this contract shall be a contracting officers' decision based on varying factors such as price, location, etc. The Department of Veterans Affairs will only accept proposals from hotels. Proposals from third parties, brokers, or event planners cannot be considered. The specific instructions contained herein are intended to serve as a guideline for the preparation of the quotation. In developing the quotation, the Offeror shall comply with the requirements stated in this solicitation by answering yes or no to each requirement as listed above. THE GOVERNMENT INTENDS TO AWARD WITHOUT DISCUSSIONS. Therefore, each offeror is urged to examine this request for proposal in its entirety and to ensure that their proposal contains all necessary information, provides all required documentation, and is complete in all aspects. The Offeror shall certify that all files and electronic media have been checked for and are free of viruses. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Please complete and submit 52.212-3 Offeror Representations and Certifications-Commercial Items.
