Description
The Federal Protective Service (FPS) intends to solicit, negotiate and award a contract, including a base year and four option periods, to the contractor who can satisfy the below Statement of Work and offers the best value to the government. This synopsis is being published for information purposed only. Notice of intent is not a request for competitive proposals. However, the government will consider any interest received within (5) business days of the issuance of this notice. A determination by the government to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Contractors will be required to demonstrate that they have an extensive local service shop infrastrucutre, technicians capable of getting to FPS repeater sites within one hour in an emergency, infrastructure in place that can dispatch and track service technicians, a dispatch system integrated to the local service shop level and be able to provice the experience and expertise required for the Technical Support Team. Interest concerning this proposed contract action may be directed to Michael DeCrescio at michael.decrescio@dhs.gov. Scope-of-Work for the DHS-ICE-FPS National Maintenance and Contract ? Radio Equipment Maintenance Support: The Federal Protective Service (FPS) requires nationwide 24x7, 365 day per year, maintenance and repair support for its entire inventory of radio dispatch system equipment. The equipment inventory includes 4 Motorola Centracom Gold Elite dispatch systems, 150 plus Motorola repeaters, 4 Motorola Simulcast systems, 2 Motorola trunk radio systems, Motorola Astrotac comparators, 5000 Motorola handheld radios (including microphones, antennas, and batteries), and 1600 Motorola vehicle radios (including microphones, control heads, antennas, and cable harnesses). The contractor shall maintain radio equipment to Motorola factory specifications. Motorola factory replacement parts shall be used in all repairs. Annual maintenance inspections shall be performed on each FPS repeater system and its associated equipment. Dispatch System: The contractor shall provide a 24x7 single-point-of-contact dispatch system to dispatch and track technicians sent to repair/service FPS radio equipment. Contractor service shops/technicians shall be available in each, or in close proximity to, the cities where FPS repeater systems are located and shall respond 24x7, within 1 hour, to complete failures of FPS repeater, simulcast, and trunk systems. Lesser failures shall be handled on site by the contractor's technicians within the day or next business day following report of failure. FPS repeater systems operate in 109 cities located in 34 states and the District of Columbia. Inventory Tracking System: The contractor shall maintain an inventory system for FPS that identifies by equipment type and location each end item in the FPS radio equipment inventory. Documentation Support: The contractor shall provide documentation support to document each element of the FPS radio dispatch system. Documentation shall be delivered, as a system manual, to each of the four FPS MegaCenters on a quarterly basis. System manuals shall include high level over views of the FPS radio system, block diagrams, system diagrams, detailed wiring diagrams, equipment overviews, and equipment configuration tables.
