Description
The U. S. Postal Service Eastern Facilities Service Office is pre-qualifying general contractors for an Indefinite Quantity Job Order Contract (JOC) for leased and owned postal facilities in the state of Virginia. This geographical area is divided into three separate areas. Contractors may pre-qualify for one, two, or all three areas. Counties for each area are listed at the end of this advertisement. The pre-qualification package will be made available at no cost. The pre-qualification statements will be evaluated by qualified Postal Service employees. Primary factors to be considered are firm's background, indefinite quantity contract experience, financial stability, capacity to perform, timely completion history, references, bonding capacity, and safety. All general contractors will be advised within 60 days of receipt of their application as to their pre-qualification status. General contractors selected as being qualified will be placed on the JOC pre-qualification list for a five-year period for the area(s) in this solicitation only. Upon completion of the pre-qualification process, the qualified general contractors will be given an opportunity to submit multipliers and a management plan. Since this is a new solicitation, all previously qualified contractors must re-submit to be considered for a contract in Virginia. Existing Job Order Contractors pre-qualified under this solicitation will be considered for a new contract when their existing contract expires or reaches the maximum contract amount. MINIMUM REQUIREMENTS: (1) General contractors should have an office located within the geographical area named in this solicitation, or within 100 miles of the geographical area. Or, must furnish information on how work will be administered from outside the geographical area. (2) General contractors must be licensed as required by state law in the geographical area(s) for which they wish to be pre-qualified. (3) General contractors must have been in the construction business, under the firm?s present name, for a minimum of five consecutive years. (4) General contractors must provide proof of bonding with a minimum aggregate dollar amount of $3,000,000 or more. (5) General contractors must meet minimum computer requirements; i.e., 2.3 GHz, 1,000 megabytes RD RAM or DDRSD RAM, DVD, Windows XP Professional or equal, and high speed internet connection. PRE-QUALIFICATION MEETING: A pre-qualification meeting will be held on Tuesday, November 13, 2007, from 10:00 a.m. to 12:00 noon, in the 2nd Floor Conference Room at the Eastern Facilities Service Office, 7029 Albert Pick Road, Greensboro NC. The Eastern FSO is located in the Airpark East Office Park, near Hwy. 68 and I-40 (Exit 210). Attendance at this meeting is not mandatory but strongly suggested. DESCRIPTION OF WORK: The work may involve minor alterations, repairs, improvements, and maintenance in U. S. Postal Service leased or owned facilities. Examples of interior work include painting, installing stud/gypsum board walls, installing lockboxes, relocating HVAC ducts or electrical outlets, plaster repairs, wood refinishing, or floor replacement. Examples of exterior work include asphalt/concrete paving, sidewalks, curbs or gutters, excavation, waterproofing, roofing, decking, exterior painting, security fencing, or landscaping. JOB ORDER CONTRACT: The contracts are unit price standard type arrangements for a one-year period with four, one-year renewal options. The initial contract value will be $750,000, increased by modification in increments of $250,000, up to an amount not to exceed $9,500,000. Bonding will be increased accordingly. Contractor Prequalification Statements will not be returned. General contractors are encouraged to return the Qualification Statement by using the U.S. Postal Service (First Class Mail, Priority Mail, or Express Mail). Small, minority-owned, and women-owned subcontracting participation is encouraged. U. S. Postal Service subcontracting goals for this contract are a minimum of 40% percent for small businesses (less than 500 employees), 10% percent for minority-owned businesses, and 7% percent for women-owned businesses. Also includes the independent cities of Bristol, Galax, Martinsville, Radford, Roanoke, and Salem. Area 1 also includes Sullivan County, Tennessee. AREA 2 ? GREATER VIRGINIA includes the following counties in Virginia: Albemarle, Alleghany, Amelia, Amherst, Appomatox, Augusta, Bath, Bedford, Botetourt, Brunswick, Buckingham, Campbell, Caroline, Charles City, Charlotte, Chesterfield, Culpeper, Cumberland, Dinwiddie, Essex, Fluvanna, Goochland, Greene, Greensville, Halifax, Hanover, Henrico, Highland, King and Queen, King George, King William, Lancaster, Louisa, Lunenburg, Madison, Mecklenburg, Middlesex, Nelson, New Kent, Northumberland, Nottoway, Orange, Page, Pittsylvania, Powhatan, Prince Edward, Prince George, Rappahannock, Richmond, Rockbridge, Rockingham, Shenandoah, Spotsylvania, and Westmoreland. Also includes the independent cities of Chesapeake, Franklin, Hampton, Newport News, Norfolk, Poquoson, Portsmouth, Suffolk, and Virginia Beach.
