- In support of the Assistant Secretary of Defense for Public Affairs (ASD(PA)), the Defense Media Center Contracting Office intends to award a contract for Human Resources Advisory and Assistance Services. In general, the successful contractor will be expected to gather and perform research and analyses of data, make recommendations, and provide technical assistance in the development and implementation of a Human Resource plan for transitioning military and civilian personnel to a reorganized agency. This requirement is in support of the establishment of the Defense Media Activity and implementation of the 2005 BRAC requirements. The acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation. Award will be made on a best value basis after evaluation of written proposals received in response to the solicitation. The anticipated date of issuance of the Request for Proposals (RFP) is on or about 19 February 2008 with proposals due on or about 13 March 2008. The anticipated date of award is 1 April 2008, with the initial plan and schedule for completing the task due within two weeks of contract award. The RFP and all accompanying modifications and/or other documents will be distributed solely through the Federal Business Opportunities website. Hard copies of the solicitation document will not be available. Interested parties are responsible for monitoring this site to ensure that they have the most current information about this acquisition. Questions regarding this solicitation may be answered by sending an e-mail to the contracting point of contact. No telephone or facsimile requests will be honored. Questions received less than ten days prior to the closing date of the RFP may not receive a response. A pre-proposal conference is scheduled to be held at AFIS Headquarters, 601 North Fairfax, Alexandria VA at 1:30 PM on February 28, 2008. This solicitation is a 100% small business set-aside. All responsible small business sources may submit a proposal, which will be considered. To be eligible for an award resulting from this solicitation, the Contractor must be registered with the Central Contractor Registration (CCR) database.
