Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. A WRITTEN SOLICITATION WILL NOT BE ISSUED. The National Transportation Safety Board (NTSB) has a commercial services requirement for parking lot spaces in Washington, DC at the same location as NTSB HQ located at the following address: 490 L'Enfant Plaza, SW, Washington, DC. These parking spaces are in support of the NTSB Headquarters authorized employees at this facility. These services will be required for a twelve (12) month period starting approximately April 1, 2008. NTSB plans to award this Contract on a sole source basis to Colonial Parking, who is the only source, co-located with this facility. The authority is only one responsible source 41 U.S.C. 253(c)(1). The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions/responses regarding this acquisition must be submitted via e-mail (kowanna.parran@ntsb.gov) no later than February 22, 2008, 3:00 pm EST. STATEMENT OF WORK - On-site Parking Services - (1)BACKGROUND - The National Transportation Safety Board is an independent Federal agency charged by Congress with investigating every civil aviation accident in the United States and significant accidents in the other modes of transportation -- railroad, highway, marine and pipeline -- and issuing safety recommendations aimed at preventing future accidents. (2)SCOPE OF WORK - The National Transportation Safety Board (NTSB) requires on-site parking to allow management and key personnel the ability to respond to transportation related accidents through either launching investigative teams or providing Headquarters support. (2.1)The contract requires 43 single parking spaces and 68 piggyback parking spaces. All parking spaces must be co-located with NTSB Headquarters at the Colonial Parking garage at 490 L'Enfant Plaza, East, SW, Washington, DC 20594. (2.2)The Contractor shall reserve all parking spaces that are assigned to the NTSB at all times 24 hours a day, 7 days a week throughout the life of this contract and shall not park any other vehicles in these assigned spaces. (2.3)The Contractor shall notify the Contracting Officer Technical Representative (COTR) Manager of any vehicle parked in any NTSB reserved space and upon the direction of the COTR remove the vehicle within one (1) hour. (2.4)The Contractor shall provide semi annual parking permits and a garage keycard for each assigned parking space for individuals to enter and exit the parking facility. (2.5)The Contractor shall replace any inoperable, defective, damaged, lost, or stolen garage keycard with a new garage keycard within 3 business days. (2.6)In the event that a NTSB employee does not bring their garage keycard to work or if a circumstance arises in which an employee must obtain a daily parking ticket to enter the garage during the interim of obtaining a replacement garage keycard, the Contractor shall accept the daily parking ticket at no charge to the employee or the NTSB only if the ticket is signed and validated by the COTR with the agency name, account number, employee's name, date, and the signature of the COTR as a means of egress from the parking facility. If the ticket is not validated, the Contractor shall charge the employee the current daily rate. (2.7)The Contractor shall provide transaction reports for any garage keycard assigned to the NTSB, if requested or approved by the COTR. (2.8)The Contractor shall repair any leaks, ditches, obstructions, and reassign parking spaces that are not easily accessible for entry and egress of the assigned parking space within 30 days of notice by the COTR. (2.9)If for any reason, the NTSB reserved spaces are not available (i.e., construction, repair) the Contractor shall notify the NTSB 30 days prior to any disruption and relocate the affected parking spaces within the same facility. (3)DELIVERABLES - (3.1)The Contractor shall provide the NTSB with any written documentation of policy and procedures for the parking facility that are applicable to the NTSB within 2 weeks of contract award. (3.2)The Contractor shall provide the NTSB with current diagrams (8.5" X 14") that identifies the location of each parking space in the parking facility within 2 weeks of contract award. (3.3)The Contractor shall provide semi annual invoices specifying the complete billing period with breakouts for each month. All invoices should be sent directly to the following address: National Business Center, Products and Services, NTSB Payments, Mail Stop D-2778, PO Box 272025, Denver, CO 80227-2025 (3.4)The Contractor shall provide semi annual parking permits to the COTR at least two weeks prior to the expiration of current parking permits. (4)PERIOD OF PERFORMANCE - The period of performance shall be for one year: April 1, 2008 to March 31, 2009. (5)QUALIFICATIONS - The Contractor parking facility shall be located on-site, in the same building, as the NTSB Headquarters in the District of Columbia.
