Description
NASA John F. Kennedy Space Center intends to award a sole-source contract extension to CNI Aviation LLC (CNI), Oklahoma City, Oklahoma, pursuant to 10 U.S.C. 2304(c)(1); only one responsible source under Contract NNK06OU36C. NASA KSC intends to extend the existing contract for a period of one (1) month, from March 01, 2008 through March 31, 2008, to allow the orderly award and transition of the follow-on contract, the Kennedy Institutional Support Services (KISS) acquisition. The current contractor provides administrative support services in functional areas of NASA?s Kennedy Space Center, FL. These administrative support services include administrative assistance/secretarial activity, personnel program activity, employee development and training, employee benefits and personnel action processing and records management support. The support services are essential to support the administrative activities at KSC. CNI has the personnel and management structure in place to continue to provide these services without any interruption for the brief extension period. Because of the time involved in procuring and phasing-in services from another contractor and because of the short-term nature of the contract extension, CNI is considered to be the only source capable of meeting NASA's needs without a disruption of services. This is not a formal solicitation. This synopsis is not considered a request for proposals. There is no solicitation document available. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 P.M. Eastern Time on February 19, 2008. Such capabilities and qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
