Description
SPAWARSYSCEN Charleston intends to issue a Request for Proposal (RFP) for the procurement of Tactical Operations Center Intercommunication System (TOCNET) headsets, and cables in support of the USMC MRAP Program. An ???Industry Day??? will be held on Tuesday 26 February 2008, at the University of South Carolina Small Business Development Center, 5900 Core Drive, Suite 500, North Charleston, SC 29406, from 08:30 am to 12:00 pm. There is a three (3) person limit per contractor. All prospective offerors are encouraged to attend. Each contractor must submit a list of attendees electronically to the Contract Negotiator at joann.lawless@navy.mil NLT COB 22 February 2008. You must have your name submitted in order to gain access. The following headset problem has been identified; therefore to make the Industry Day as productive as possible, offerors are asked to bring their headset to plug-in into a TOCNET system. Problem: When we plugged the current headset into the TOCNET CAU, the Active Noise Reduction and Push-to-talk (PTT) feature errors. cancellation of interference. Current solution for current headset: A special cable was designed by the current headset manufacturer to permit The CAU Interface cable, which interfaces with the TOCNET system, has a computer chip internally that controls the signal flow of the noise reduction and the Push-to-Talk (PTT) to the device being used commonly called Active Noise Reduction (ANR). ANR in the current headset is achieved through the use of this computer chip, which analyzes the waveform of the background aural or nonaural noise, then generates a polarized reversed waveform to cancel out interference. This waveform has identical or directly proportional amplitude to the waveform of the original noise, but its polarity is reversed, thus creating the destructive interference that reduces the amplitude of the perceived noise. The Government anticipates award of an Indefinite Delivery, Indefinite Quantity, Firm-Fixed Price, commercial type contract under FAR Part 12 for the procurement of headsets and cables. The Government reserves the right to solicit as a set-aside for one of the preference programs or on a unrestricted basis. It is the offeror's responsibility to monitor this site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments. No paper distribution of these documents will be provided. The North American Industry Classification System (NAICS) code is 334290 and the size standard is 750 employees. Interested parties may submit comments/questions in writing to the contract specialist, Jo Ann Lawless, Code 2.2.3JL, SPAWAR Systems Center Charleston, at e-mail address joann.lawless@navy.mil.
