- This notice supersedes all notices posted to the Fed Biz Ops under solicitation number N00019-07-R-0062. The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award an Indefinite Delivery/Indefinite Quantity contract to L3 Communications Flight International for the procurement of commercial air services to train fleet units to achieve combat readiness utilizing a presentation of a wide variety of airborne threat simulation capabilities to train shipboard and aircraft squadron weapon systems operators and aircrew to counter potential enemy Electronic Warfare and Electronic Attack operations in today?s Electronic Combat environment. Aircraft capabilities are, but not limited to, target tow, Air Intercept Controller, Antisubmarine Tactical Aircraft Control, and Electronic Combat capabilities. The operations are conducted at multiple continental United States (CONUS) sites as well as foreign (overseas) sites. Aircraft types: Low Performance Propeller Drive Capability and Business Class Jet Capability. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). Unless otherwise stated herein, no additional written information is available. Request for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. General Information: L3 Communications Flight International is the only known firm capable of fulfilling the Government?s requirement for number/type of aircraft and special aircraft equipment with related Supplemental Type Certificates (STC?s) required to perform missions. Additional Information: The applicable North American Industry Classification System (NAICS) Code is 481219 Other Nonscheduled Air Transportation and the small business size standard is $6 Million. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties in support of the effort mentioned above.
