- U.S. Army Research, Development and Engineering Command intends to solicit on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to Telecomunications Systems, Inc, 275 West Street STE 400, Annapolis, MD 21404-3466 for the maintenance of Swiftlink Systems. This notice of intent is not a request for proposals o r quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interests of the Government. Interested parties may identify their interest and capabili ty with regard to this requirement, no later than 3:30 pm EST, 20 February 2008. All information submitted should support the offerors capability to provide the services required, and shall be furnished at no cost or obligation to the Government. Respons es must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the tot al file size is less than 5MB. Otherwise, responses must be submitted via hard copy to: US Army RDECOMAC, AMSRD-ACC-CC (Meadows), 4118 Susquehanna Ave., APG, MD 21005.
