Description
Sole Source Synopsis - USSOCOM Care Coalition Recovery Pilot Program (CCRPP). The United States Special Operations Command (USSOCOM) intends to issue a contract modification to contract H92222-07-C-0056 with Enable America Inc., 101 East Kennedy Blvd. Suite # 3250, Tampa, Florida 33602-5151. It is anticipated that this modification will be issued within the next one-hundred twenty (120) days to extend the period of performance of the USSOCOM Care Coalition Recovery Pilot Program (CCRPP). This award is based on 10 U.S.C. 2304(c)(1), whereby the supplies and services required are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements. Unless otherwise stated herein, no additional written information is available, and no formal requests for proposal (RFP) or other solicitation regarding this announcement is currently available. Requests for the same will be disregarded. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. GENERAL INFORMATION: On 26 January 2007, USSOCOM issued solicitation H92222-07-R-0017 allowing for full and open competition to establish a United States Special Operations Command (USSOCOM) Care Coalition Recovery Pilot Program to improve the Special Operations casualties recovery outcome by early introduction of casualty mentors and providing awareness regarding motivating activities available that boost their confidence and self esteem to better compete for wounded warrior friendly employment opportunities developed through community outreach and employment network development. Through the formal source selection process, Enable America?s proposal was the most highly rated proposal and stood alone in the competitive range based on the evaluations conducted in accordance with the established evaluation criteria. To open this requirement to competition would mean the potential for having more than one pilot program running parallel which would involve cost duplication, more time to administer and would not be in the best interest of the Government, nor that of wounded warriors the program is designed to help. To date, the current CCRPP is the only known recovery assistance program that addresses mentoring, wellness, community outreach, and resource-networking functions as defined by the USSOCOM Statement of Objectives contained in H92222-07-R-0017. The overall scope and support concept of the pilot program is not changing as a result of this proposed modification. Rather, the period of performance is being extended to allow for adequate data collection and thorough analysis of participant data and recovery outcomes. Experience associated with the CCRPP to date has indicated that meaningful data is not obtainable as limited by the current period of performance. Analysis has shown that recovery, rehabilitation and reintegration of casualty participants takes far longer than one year for the most basic of severe injuries and up-words of five years for the casualties who derive the greatest benefit and depend upon this pilot program. If the pilot program is not extended to allow for the collection of adequate and complete patient data related to overall responsiveness/success of the mentoring, wellness, community outreach, and resource-networking functions, the USSOCOM Care Coalition will be unable to identify the benefits or improve the recovery outcomes of SOF casualties. Additionally, not extending the pilot program would be detrimental to the current program participants? recovery, rehabilitation, and reintegration process. As a result of this proposed modification, the anticipated period of performance of the pilot program extend through 31 March 2012 if all options are exercised. Numbered Note 22 applies.
