Document Type: Sources Sought Solicitation Number: PR-05-08-10062 NAICS Code: 493110 Set Aside: Service Disabled Veteran Owned Small Business (SDVOSB) Contracting Office Address: Environmental Protection Agency, Acquisition and Assistance Branch, Region 5, 77 West Jackson, MCC-10J, Chicago, IL 60604 Description: The U.S. Environmental Protection Agency (EPA) Region 9, is seeking interest and capability statements from SBA certified business concerns, under the Service Disabled Veteran Owned Small Business program, that can provide warehousing and inventory management services in San Francisco, CA and Signal Hill, CA. The purpose of this contract is to provide management of EPA Region 9 owned equipment and supplies at its warehouse facilities for use by its Emergency Response Team (ERT). The contractor will be responsible for providing 24 hours a day, 7 days a week readiness of all materials and equipment that are stored in the warehouse for the immediate use of the EPA On-Scene Coordinator (OSC) and the environmental response contractor network. The contractor will be required to perform inventory control, track and schedule necessary maintenance according to manufacturers recommendations, and make available within one hour all vehicles, equipment, or supplies when requested by an OSC or Contracting Officer. Some calibration or repairs of electronic equipment may be required. An electronic inventory system is used to track inventories at these facilities. The San Francisco warehouse is located within the City of San Francisco and is approximately 6000 square feet. It contains 3-4 vehicles or trailers, electronic and scientific equipment, and consumable supplies used on sites of environmental cleanups. The current Signal Hill, CA warehouse holds one vehicle and equipment/supplies, all of which are going to be transferred to a new location to be determined in Torrance, CA, and is anticipated to be approximately 6000 square feet in size. This procurement is anticipated to be a set-aside for a Service Disabled Veteran Owned Small Business. The contract will be awarded by U.S. EPA Region 5, located in Chicago, IL, and administered by Region 9, located in San Francisco, CA. The contract is expected to be awarded on or about September 30, 2008, with the period of performance to begin December 1, 2008. This will be a firm fixed-price performance-based contract with a one year base and four 1-year options. The majority of work under this contract will be performed at the warehouse locations; some incidental travel in performance may be required in the immediate area (post office, etc). Delivery of vehicles to emergency locations may be required, including the mobile command post. The mobile command post requires a Commercial Drivers License (CDL) to operate, and will be necessary for delivery of vehicles to emergency scenes or to maintenance facilities. Contractors will be required to submit all personnel working under this contract for security clearances under HSPD-12 procedures, details of which can be found at http://www.epa.gov/oam/forum/oct2007/epass.pdf A narrative statement of qualifications/capabilities should be submitted in response to this sources-sought notice. Questions that must be addressed include: 1) How will your management structure support activities located in the two warehouse locations? 2) A brief description of your company that includes job classifications and number of employees in your company. 3) What is your firm?s primary or secondary NAICS codes? 4) What experience does your firm have in handling sensitive electronic and scientific equipment, including their calibration and maintenance? 5) What experience do you have in maintaining a 24/7 readiness of equipment and facilities? The contract will require a one hour call-back, with equipment ready to leave the warehouse within two hours or less. 6) What experience does your firm have in warehouse operations?
