Description
The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to solicit on a full and open competition basis a five-year Indefinite Definite Deliver Indefinite Quantity Requirements Contract for the procurement of 2,120 Department of Transportation (DOT) approved carbon fiber composite air cylinders to be used in a life support system. Cylinder regulatory requirements: The cylinder shall be constructed in accordance with CFR 49 and meet or exceed the testing requirements DOT-CFFC. Manufacturer shall have a current DOT exemption to produce these cylinders. The exemption shall be submitted as part of the proposal. Operational requirements: The cylinder operating pressure shall be 4500 PSI with a thirty year life. The cylinder shall have a hydrostatic test periodicity of five-years or greater. The cylinder will be used in a life support application and shall be cleaned in accordance with MID-STD-1622 critical application or equivalent prior to delivery. Equivalent cleaning procedures shall be submitted for review and approval Cylinder construction: The cylinder shall have an aluminum liner with carbon fiber strength members and fiber glass over wrap. The interior of cylinder shall be uncoated. Cylinder dimension: The cylinder shall have a minimum floodable volume of 525 cubic inches, a maximum diameter of 7. 5 inches, a maximum length of 22.15 inches and a maximum weight of 17.5 pounds. The cylinder shall have one boss connection in accordance with figure 1. Threads shall conform to FED-STD-H28 or equivalent industrial standard. A technical proposal is required. Award will be on the basis of the lowest price technically acceptable offer. NSWC Panama City plans on releasing the solicitation electronically only. Delivery of equipment will be shipped to the Naval Support Activity - Panama City, 101 Vernon Avenue, Panama City, FL 32407-7018. NAICS Code 333995 applies. SBA Size Standard is 500 employees. FSC is 8120. Anticipated award date is on or about 12 July 08.
