- The White Sands Missile Range Contracting Office intends to award on a sole source basis pursuant to FAR 6.302-1, the upgrade of six high-powered Magnetrons MMTS threat simulator consisting of hardware and software to L3 Communications, Pulse Science s Division, 2700 Merced Street, San Leandro, CA 94577. The MMTS threat simulator is a highly specialized piece of equipment that is only manufactured by L3 Communications. The system is proprietary to L-3 Communications under United States Patent 5,101,1 68 issued in 1992. L-3 Communications, the original equipment manufacture, is the only source that has the expertise, technical knowledge, and proprietary information necessary to upgrade their equipment. This is not a request for proposals and no solici tation will be forthcoming. See Note 22.
