- DESCRIPTION: the VA Nebraska Western Iowa Health Care System intends to negotiate a commercial (FAR Part 12) sole source contract with Gallup Leadership Institute at University of Nebraska, College of Business Administration, 1240 R Street, Room 114, Lincoln, NE 68588, under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-04. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is being prepared in support of this acquisition. This procurement is to obtain expertise of an individual with extensive prior experience for providing Leadership Development training and intervention techniques based on a model for evidenced-based work which has been developed by the Gallup Leadership Institute over the last 5 years. This contractor has gained knowledge about the staff and management teams at the hospital that that could not be duplicated by another source at this time. The contractor has an intimate knowledge of leadership skills and gaps within the Omaha Hospital surgery staff. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All proposals received by 4:00 P.M. Central Time, February 20, 2008, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
