Description
The VAMC Spokane, WA intends to issue a sole source Request for Quote to the Spokane Regional Health District, for Opiate Substitution Services. The Spokane Regional Health District is the only provider that will satisfy the agency requirements. This is a sole source procurement under the Simplified Acquisition Procedures, 38 U.S.C. 8153 and Other Than Full and Open Competition (FAR 6.302-1). This notice of intent is not a request for competitive quotes however; any firm that believes it can meet the following requirements may give written notification to the Contracting Officer, VAMC Spokane, WA. 4815 N Assembly St, Spokane, WA, within seven (7) days from the date of publication of this synopsis: 1. The Contractor will provide Opiate Substitution Treatment Services (OPT) in accordance with Washington Administrative Code 388-805 and the Revised Code of Washington 70.69, Section 400, 401 and 420. 2. The Contractor will provide the methadone necessary for each patient's daily dosing on a per month basis for billing purposes. 3. The Contractor will provide a Registered Nurse to dispense the Methadone to each patient in the amount determined by the staff. This will be done daily and billed on a monthly basis. 4. The Contractor will conduct at least one random urinalysis on each patient monthly and it will be billed on a monthly basis. 5. The Contractor will provide a one-time laboratory evaluation for each new patient to support the examination being conducted by the Contractor's assigned Physician. 6. The Contractor will provide appropriate office space, administrative support, supplies, telephone services, cooperative record keeping/support, and a group room for the VA Addictions Therapist to conduct required group sessions with VA patients. 7. The Contractor will provide access to all onsite or offsite training involving any aspect of opiate substitution treatment to VA patients enrolled in the program. 8. The OPT/Methadone Treatment Program Director and the OPT Supervisor will maintain contact with the SATP Coordinator on a regular basis. 9. The VA shall provide one Addiction Therapist to support and provide coordination for the provision of treatment to VA sponsored veterans. The Addiction Therapist shall be positioned with the Alcohol/Drug Network staff at their location at the Spokane Regional Health Building. This person will be available at least four days a week. The Contractor shall further support this position as identified in item #7 above. 10. The VA Addiction Therapist will be responsible for coordination referrals to the OPT/Methadone Program from the SATP/BHS/VAMC. The VA Addictions Therapist will also conduct the initial interview and determine whether individual is a valid candidate for VA contract support. Once suitability is determined, individual will be referred to Contractor's physician for evaluation for entrance into the OPT/Methadone Program. The Contractor retains final decision on the suitability for admission of all VA candidates. No adverse decision on admission may be challenged by other than the Coordinator SATP through the Chief, Behavioral health Service, USVAMC. The latter will deal directly with the Director of the Alcohol/Drug Network on such issues. 11. The VA Addictions Therapist will conduct individual case management sessions with veteran patients not less than once every three weeks and preferably every two weeks. All sessions with be documented. Treatment plans will be developed and updated in accordance with VAC standards. 12. All VA patients are expected to attend at least tree group sessions each month with the VA Addictions Therapist acting as group leader. A choice of two group times each week is to be made available to participants. These sessions will be conducted in the group room provided under the contract. One scheduled group time should include and early morning hour for persons working during the day. 13. The VA addictions Therapist will ensure that veteran participants meet or exceed the level of conduct and compliance as their pees participating in the civilian sector of the Contractor's program. The VA Addictions Therapist will also meet standards of a VA employee. 14. Issues of conflict involving VA patients are expected to be resolved in a courteous manner with the Alcohol/Drug Network staff with consultation as necessary, provided by the Coordinator/SATP or the Chief, Behavioral Health Service. 15. The VA Addictions Therapist will not participate in any aspect of the morning dosing activities or the monitoring thereof. This includes holidays and weekends. Dosing and monitoring of dosing activities are the domain of the Contractor and totally contracted services. 16. The VA Addictions Therapist will not be involved in the collection, testing and monitoring of random or other urinalysis samples. This includes holidays and weekends. The collection, monitoring, and testing of random urinalysis samples remains the domain of the Contractor and are totally contracted services. 17. The Addictions Therapist will not assist or otherwise become involved in the counseling, group management, or assessment of non-VA participants in the Contractor's program to include weekends and holidays. 18. The addictions Therapist is directly responsible only to the SATP Coordinator and/or the Chief, Behavioral Health Services, USVAMC Spokane. 19. The Alcohol/Drug Network Program Supervisor and the Coordinator/SATP USVAMC Spokane, will address any conflicts, recommendations, or other issues involving patient care, confidentiality, and discharge from methadone services. 20. The SATP Coordinator thru the Chief, Behavioral Health Services, USVAMC Spokane, will approve all Addiction Therapist onsite schedule changes for the VA Addiction Therapist prior to their implementation. The union serving the VA Addiction Therapist will be involved when necessary and appropriate for the protection of the employee. 21. Contractor must be located in the Greater Spokane Area. 22. Contractor must be well established, and must be able to provide documentation of past performance and/or provide references that substantiate past performance. d. It is anticipated that the need for Opiate Substitution/Methadone Treatment Services will be a continuing agenda of need for at least a 5 year period from this date. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
