- See attached Word document. The General Services Administration (GSA), FAS, Heartland Global Supply Center, is conducting market research to see the feasibility of obtaining paints, sealants, and adhesives (80 class items) using FOB Destination. This research applies to the Special Order Program (SOP) items. Currently, most SOP items use FOB Origin Freight Pre-pay and Add. The intent is to determine the current commercial practices for these types of items.
