Description
The U.S. EPA has a requirement for the EPAs Office of Research and Development (ORD), Immediate Office of the Assistant Administrator (IOAA). As part of its efforts to ensure the credibility of Agency-generated data, EPA has adopted, as policy, the requirement that all Agency laboratories maintain a documented quality system that, at a minimum complies with the requirements of EPA Order 5360.1 A2 (2000) and contains the specific components listed in the Agency Policy Directive, Assuring the Competency of EPA Laboratories, February 23, 2004 (i.e., hereby referenced as the Laboratory Policy). One aspect of the Laboratory Policy is that all Agency laboratories must seek accreditation where an appropriate program is available, and have periodic external (i.e., non-EPA) assessments for those program areas which are not covered by accreditation. The work conducted by Agency laboratories covers many different scientific functions (e.g., environmental chemistry, biology, microbiology, geology). Given the fact that accreditation programs are not currently available for all of the types of measurement work that Agency laboratories are engaged in, many of our laboratories will employ the assessment option. The objective of this solicitation is to provide IOAA with assessment services to those EPA laboratories that do not become accredited to implement and determine compliance with the Laboratory Policy. The Government anticipates award of a cost plus fixed fee term (LOE) contract with a twelve-month base term and four (4) twelve month options to extend the term. The base level of effort for each term will consist of 2,100 direct labor hours. The Government anticipates including quantity option amounts of 200% for the Base and the option periods, which brings the maximum total potential on the contract to 31,500 direct labor hours over five (5) years. The solicitation will be issued on a full and open competitive basis; it will not be a small business set-aside. Copies of the solicitation will be available to all offerors on the Internet at the following website: http://www.epa.gov/oam/cinn_cmd. Interested parties are expected to download the solicitation and subsequent amendments from the website and to monitor the status of the RFP. All responsible sources may submit a proposal which will be considered by EPA. The anticipated solicitation release date is late February and the close date shall be approximately 30 days thereafter. Contract award will be made in accordance with Far Part 15, Contracting by Negotiation.
