Description
The US Central Command/CCJ8-AR is requesting information to support a possible acquisition for Gallup World PollTM Database and Knowledge System Support to Theater Strategy Assessment (TSA) Model Refinement to conduct and collect wide-ranging poll data for the 130 countries within and outside the USCENTCOM area of responsibility. In support of this effort the 6th Contracting Squadron (6 CONS) at MacDill AFB issues this Request for Information for planning purposes only. This Request for Information is not to be construed as a commitment by the government nor will the Government pay for any information solicited. The purpose of this Request for Information is to identify potential alternatives to the Gallup World PollTM Database and Knowledge System Support to Theater Strategy Assessment (TSA) Model Refinement to conduct and collect wide-ranging poll data. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of 6 CONS and CCJ8 evaluations of the information received. As a result of this Request for Information 6 CONS may issue a Solicitation/Request for Proposal (RFP). However, should such a requirement materialize, no basis for claims against 6 CONS or CCJ8 shall arise as a result of a response to this Request for Information (e.g., use of such information as either part of its evaluation process or in developing specifications for any subsequent requirement). GENERAL REQUIREMENTS: USCENTCOM requires access to polling data obtained in calendar year 2007 and subsequent periods which gives specific insight into population attitudes in the USCENTCOM Area of Responsibility (AOR) regarding such topics as national leadership, law and order, availability of food and shelter, availability of employment opportunities, general health and well-being, and opportunity for citizen engagement in self and national determination. We also require certain demographic data on the population polled which gives insight into current economic status, religious preference, ethnic origin, level of literacy, and educational background. Access to polling data on as many countries as possible from outside the USCENTCOM AOR is also necessary for comparative analysis purposes to properly value results from the USCENTCOM AOR and to show interaction with other areas of immediate concern that directly impact the USCENTCOM AOR. Data is required from the following countries at a minimum: Canada, USA, Argentina, Bolivia, Brazil, Chile, Columbia, Ecuador, Mexico, Paraguay, Peru, Uruguay, Venezuela, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Panama, Cuba,Dominican Republic, Haiti, Jamaica, Panama, Puerto Rico, Trinidad & Tobago, Belgium, Canada, France, Ireland, Netherlands, United Kingdom, Denmark, Estonia, Finland, Norway, Sweden, Cyprus, Greece, Italy, Portugal, Spain, Turkey, Albania, Bosnia & Herzegovina, Bulgaria, Kosovo, Macedonia, Montenegro, Serbia, Romania, Austria, Croatia, Czech Republic, Germany, Hungary, Latvia, Lithuania, Poland, Slovakia, Slovenia, Switzerland, Denmark, Poland, Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Ukraine, Afghanistan, Bangladesh, India, Nepal, Pakistan, Sri Lanka, Cambodia, Indonesia, Laos, Malaysia, Myanmar(Burma), Philippines, Singapore, Thailand, Vietnam, China, Hong Kong, Japan, South Korea, Taiwan, Australia, New Zealand, Algeria, Egypt, Iran, Iraq, Israel, Jordan, Kuwait, Lebanon, Mauritania, Morocco, Palestine, Saudi Arabia, United Arab Emirates,Yemen, Benin, Burkina Faso, Burundi, Cameroon, Chad, Ghana, Mali, Niger, Nigeria, Senegal, Sierra Leone, Togo, Ethiopia, Kenya, Rwanda, Tanzania, Uganda, Angola, Botswana, Madagascar, Malawi, Mozambique, South Africa, Zambia, Zimbabwe, Sudan, Somalia, Eritvia, Syria, Qatar, Bahrain, Turkmenistan, Oman, Seychelles, and Djibouti. We require access to the above polling data using a statistical analysis software interface that allows for quantitative analysis of trends and interactions between different data streams for up to 12 analysts simultaneously. We require the ability to export key data from the dataset to MS Excel for incorporation into a Value Focused Thinking strategic assessment model and to create visual representations of data trends for briefings to senior decision makers. We require training for analysts that will be using the statistical analysis software interface.
