Description
The contractor shall provide personnel, supervision and services necessary to maintain Republic of Singapore Air Force (RSAF) F-15SG and United States Air Force (USAF) F-15C/D and F-15E aircraft based with the 366th Maintenance Group (366 MXG), located at Mountain Home AFB (MHAFB) except for those government furnished property and services. The contractor shall provide coordination, maintenance, servicing, ground handling, inspection, and repair of all assigned MHAFB aircraft, aircraft components, engines, and associated mission support equipment. Additionally, the contractor shall provide flying and maintenance scheduling, database management and analysis, centralized control (a maintenance operations center), maintenance training functions, and specialized support functions in accordance with the Performance Work Statement (PWS). The 366th Maintenance Group is responsible for maintenance of all 70+ assigned F-15C/D, F-15E and two trainer aircraft, associated aircraft systems, support equipment and munitions. The RSAF build-up will add an additional 10 F-15SG aircraft with a possible surge to 20 aircraft for short periods of time to the MXG total. The F-15 SG is a similar version to the USAF F-15Es; two major differences include a different avionics package and GE 110-129C Engines. The Group develops flying and maintenance schedules to execute an annual flying hour program for more than 12,300 sorties and 16,900 flying hours. It also executes deliberate and contingency war plans, ensures weapons standardization and quality assurance, and conducts training for maintenance personnel. The purpose of this requirement is to integrate contractor maintenance specialists with USAF/RSAF maintenance specialists. Approximately 1500 USAF personnel are currently servicing the F-15C/D/E airframes. RSAF will provide approximately 160 personnel to service the F-15SG airframe. The contractor will provide support functions for the entire 366 Fighter Wing (FW) and will not isolate itself only to supporting RSAF operations, with the exception of the Jet Engine Intermediate Maintenance (JEIM) Support Equipment Specialist, AMU, Operations (OPS) and Operation Support Squadron (OSS) positions The solicitation will be issued as a Request for Proposal (RFP) as a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) Code for this solicitation is 488190 and the small business size standard is $6,500,000.00. The contract will be for a basic period of one (1) year with up to three (3) option years. This is a commercial acquisition; therefore, award will be made in accordance with Federal Acquisition Regulation (FAR) Part 12. The solicitation will be issued via Fed Biz Ops (FBO) on or about 3 March 2008. All amendments, if any, will be posted on FBO as well. All prospective offerors are encouraged to visit FBO frequently to obtain any amendments or other information pertaining to this solicitation. Paper copies of the solicitation and amendments will NOT be mailed.
