- This RFI is being issued by the U.S. Department of Energy???s (DOE) Office of Civilian Radioactive Waste Management (OCRWM) to solicit industry comment and input on a Statement of Work (SOW), which, (when finalized), will be utilized as part of a Request for Proposals (RFP) for a Management and Operating Contractor (M&O). The SOW entails scope for an M&O to support the OCRWM in implementing actions from the Nuclear Waste Policy Act for execution of the geologic repository program at Yucca Mountain. The purpose of this RFI is to gain industry comment on the SOW. In particular, the OCRWM requests comment on the following: 1. Is the SOW clear in scope expectations for this M&O? 2. Are there changes or improvements that would enhance the effectiveness of this SOW? 3. Are there alternative approaches that DOE should consider in accomplishing the construction management and integration scope? 4. What is industry???s experience in bringing in construction contractors for final design review? 5. What type of performance metrics, standards and criteria are advisable to assess progress and effectiveness for SOW scope? The OCRWM is soliciting comments from industry or other interested parties through written comments and one-on-one meetings. The OCRWM has established a website at seb.ocrwm.doe.gov for the dissemination of information related to this initiative. Additionally, on February 25, 2008, beginning at 1:00 PM (PST), OCRWM will hold an information meeting where OCRWM officials will provide an overview of the SOW and address questions. This meeting will be held at the following location: Marriott Las Vegas Suites 325 Convention Center Drive Las Vegas, NV 89109 (702) 650-2000 (for facility contact) On February 26, 27, and 28, 2008, OCRWM officials will be available for one-on-one meetings with interested industry or other parties to receive any feedback on the SOW. Requests for one-on-one meetings should be submitted to Marc T. McCusker, Contracting Officer, via e-mail at Marc_McCusker@ymp.gov. Requests for one-on-one meetings must be submitted no later than 4:00 PM (PST) on February 21, 2008. These one-on-one meetings will also be held at the following location: Marriott Las Vegas Suites 325 Convention Center Drive Las Vegas, NV 89109 (702) 650-2000 (for facility contact) OCRWM will take comments on the SOW until March 3, 2008, at 4:00 PM (PST). All comments should be submitted via the DOE Industry Interactive Procurement System web site. If requested, and as normal practice, communication between OCRWM and a respondent on this RFI will be treated as business proprietary and will be kept confidential to the extent allowed by law.
