- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 140270 issued as a Request for Quotation (RFQ) through Federal Acquisition Circular 05-21. The NAICS code is 339920 Sporting and Athletic Goods Manufacturing, and the small business size standard in number of employees is 500. This procurement is a small business set aside. The Government intends to make a firm fixed price award. The Government may make multiple awards. Overview of Requirement The United States Secret Service (USSS) has a requirement for: 0001 Plastic target backers, 32 inches x 48 inches brown boards corrugated sheet, flutes must be in long direction. When backer is crimped for more than three days, the backer does not bend, but remains flat. Backer must not curl despite repeated use. Must be made in the USA. Packaged on pallet, vendor to specify quantity per pallet. Offeror must submit a sample to be considered. Quantity: 6,800 backers. 0003 United States Secret Service Practice Pistol Course target, "PPC," black police silhouette. Matte finish, non shiny. Printed on paper with black ink, sized 30 inches by 45 inches, full size. The weight of the paper is 44 pound NRA certified target paper or equivalent. Targets are to be boxed 100 per case, flat (flat is mandatory). Must be made in the USA. Picture provided via email request. **Silhouette must be based on USSS-provided picture. The silhouette will be used on indoor and outdoor ranges. Quantity: 44,000 targets to be boxed in cases of 100, which is 440 boxes. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Format and Submission of Quote Part A. Pricing 0001 Plastic target backers. Quantity: 6,800 backers. Provide a unit and a total price. 0002 Delivery of backers to Laurel, Maryland, 20708 within 30 days of award. 0003 USSS Practice Pistol Course target. Quantity: 44,000 targets to be boxed in cases of 100, which is 440 boxes. Provide a per box unit price and a total price. 0004 Delivery of targets to Laurel, Maryland, 20708 within 30 days of award. Part B. Contractor Information 0005 Provide the nine-digit DUNS and the nine-digit TIN. DUNS is used to verify that the vendor is in CCR and a small business for the NAICS 315228. The Taxpayer Identification Number is necessary for electronic payment. By submitting a proposal, the Offeror acknowledges the Government requirement to be in the Central Contractor Registration (CCR) database prior to award of any contract. Information about CCR may be found at www.ccr.gov. Submit Parts A and B to Mishelle Miller via email or fax only. Submitting via email is preferred. Your entire email must not be greater than 3 MB; if your quote is above that limit, please send multiple emails. Faxed Parts A and B will be accepted. Please put 140270 Plastic Target Backer and/or Target Silhouette in the subject line. All quotes will receive a confirmation email; if you do not receive a confirmation then your quote has not been received. Late quotes will not be accepted. Part C. Sample of Backer Include a representative sample for line 0001. No sample will be returned. A quote for line item 0001 must include one sample plastic target backer. Sample must be full sized. Sample will be fired at in normal USSS testing procedures and will not be returned. Failure to include a sample for line item 0001 means the quote for that line item will not be considered. (If you are not quoting on line 0001, then do not provide a sample backer.) Sample is to be mailed or delivered to: Communications Center (RTC-Langan) 245 Murray Drive, SW Bldg T-5 Washington, DC 20223 Note that the delivery address for the sample will be different from the delivery for the order for the backers. Please mail your backer no later than Monday, January 14 so that it will be received prior to the deadline. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Evaluation Factors The government intends to evaluate each proposal on the following factors: (1) Price; and (2) Technical acceptability as demonstrated by the sample (if applicable). Award will be made to the offeror with the lowest evaluated price that meets the acceptability standards. Note that delivery of all items must be within 30 days of award. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ The following DHS Provision are applicable: 3052.209-70 Prohibition on Contracts with Corporate Expatriates 3052.204-90 Unauthorized Use of Name Email request for DHS Provisions The following FAR provisions and clauses apply to this acquisition: The provision at 52.212-1, Instructions to Offerors-Commercial Items. Optional: the provision at 52.212-2, Evaluation-Commercial Items (when the use of evaluation factors is appropriate). The provision at 52.212-3, Offeror Representations and Certifications-Commercial Items. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items; and The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy America Act -- Supplies," the offeror shall so state and shall list the country of origin. Buy American Act - Supplies; Offerors are reminded that the Buy American Act restricts the purchase of supplies that are not domestic end products.
