Description
Naval Air Systems Command (NAVAIR) intends to negotiate and award Phase 1b Virtual Mission Training System (VMTS) as a Cost Plus Fixed Fee (CPFF) delivery order under Basic Ordering Agreement, N00019-05-G-0026. This is a continuation of an existing contractual effort to integrate a synthetic radar VMTS into the US Navy T-45C trainer aircraft. The period of performance will be approximately twenty four months and the requirement will involve the non-recurring engineering and integration services in support of an aircraft Engineering Change Proposal. The integration efforts include the non-recurring engineering design, integration, test, validation and verification of two flight-worthy VMTS retrofit kits that will be incorporated into a production representative T-45C aircraft. The kits shall include VMTS hardware and aircraft modification hardware in accordance with PRF-T45 VMTS-001 specifications. This Order will deliver the retrofit modification drawing package to install the VMTS kits into the flight test aircraft, produce sufficient hardware equipment to satisfy supplier and laboratory integration testing and provide enough spares to support the VMTS flight test effort. The synthetic radar will emulate an existing F/A-18 radar system and include capabilities such as a radar warning receiver, air-to-air weapons simulation, and fleet representative radar controls. NAVAIR intends to award this effort as a sole source procurement to The Boeing Company, St. Louis, MO, under the authority of FAR 6.302-1 (only one responsible source). The Boeing Company is the sole designer, developer, systems integrator and producer of the T-45 aircraft, thus the only firm that possesses the requisite knowledge and integration capability to satisfy the pending requirement in the required timeframe. This notice of intent is neither a request for proposal nor a solicitation of offers. This synopsis is provided for information purposes only.
