Description
The Defense Security Cooperation Agency, George C. Marshall European Center for Security Studies requests industry comments on a draft performance work statement to provide curriculum development and course execution services for a new Seminar on Transatlantic Civil Security (STACS) and as an option to update or replace resident program exercises. Option items under this contract are anticipated to require 30 days advance notice of intent by the Government to the Contractor. The selection process anticipated will be a best value trade-off process. The proposed evaluation factors include 1. Experience (1.1 Corporate Experience and 1.2 Key Personnel Experience) and 2. Past Performance (2.1. Corporate Past Performance and 2.2 Key Personnel Past Performance) and 3. Price. Each subfactor under Factor 1 is anticipated to be of equal importance. Each subfactor under Factor 2 is anticipated to be of equal importance. Factors 1 and 2 will be of equal importance, and when combined, significantly more important than price. This is not a formal request for proposal. Proposals are not solicited at this time. Comments are being solicited in order to promote a clearer understanding of the requirements and to obtain industry feedback on the planned acquisition. The Government will not respond to comments. The Government will only use the feedback to improve the requirement. Information presented in the draft PWS is subject to change. Incurring expenses or beginning to formulate an approach in preparation for the acquisition based on information presented in the draft PWS is solely at the risk of the potential offeror and will not be reimbursed. Comments are due not later than 4:00 p.m. CET on February 14, 2008. Comments received after that date and time may not be considered. The anticipated release date of the Request for Proposal (RFP) is on or about February 21, 2008, with a tentative closing date of March 11, 2008. These dates are subject to change so please monitor FBO.gov for any information.
