- This is a pre-solicitation notice for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Synopsis is as follows. A separate written solicitation M67400-08-T-0082 will be issued as a Request for Quotation on or after 11 Feb 2008. This solicitation is limited to local sources only located in Japan in accordance with FAR Sub-part 5.202(12). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23 and Defense Acquisition Circular 91-13. DPAS Rating is DO-S10. The North American Industrial Classification System codes are 541930 and the business size standard is NTE 5.5 million. This procurement constitutes Item 0001. Required Items and Descriptions are as follows. CLIN 0001 Estimated Qty: 500 Pages, Translation Service for Japanese Environmental Impact Assessment (EIA) document into English. NOTE: THIS PROJECT WILL BE PERFORMED IN ITS ENTIRETY IN THE COUNTRY OF JAPAN, OKINAWA PREFECTURE. AWARDS CAN ONLY BE MADE TO FIRMS LICENSED TO OPERATE IN THE COUNTRY OF JAPAN. The Government may make single award to the responsible offer(s) which is/are the most advantageous to the Government on the basis of best value evaluation process. The Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this acquisition. Responsible Offerors must be active in the Central Contractor Registration in accordance with DFARS 252.204-7004 unless you qualify under an exemption. DUNS, TIN and CAGE Code must be written on submitted proposal. The solicitation (Request for Quotation), when it is released it will be available electronically at the following web sites https://www.neco.navy.mil and/or http://www.fedbizopps.gov/ under solicitation M67400-08-T-0082. The solicitation also will be e-mailed upon a written request to the Point of Contact listed. Offers can be mailed, faxed, or e-mailed to the Contracting Office, U.S. Marine Corps RCO, MCB CAMP S. D. BUTLER, PSC 557 BOX 2000, FP O AP 96379-2000. Offers must be received no later than 16:00, Japanese Standard Time of solicitation closing date.
