Description
The National Park Service, Northeast Regional Office, Boston, MA 02109 intends to negotiate a sole-source contract with Brush Hill Transportation Company, 435 High Street, Randolph, MA 02368 to operate a seasonal visitor transportation service using three National Park Service owned trolleys. The Contractor shall furnish all drivers, fuel, maintenance, equipment, storage facilities, and mechanical expertise and shall do all things necessary to provide for the safe, timely, professional, and reliable operation and maintenance of the trolleys. The trolley service will operate two trolleys seven days a week during the period of April 19th - November 11th. During that period, the trolleys shall operate from 9:10 am - 5:10 pm seven days of the week. The proposed contract will be issued on a firm fixed price basis for a base period on or about 4/19/2008 through 11/11/2009 and four (4) one-year priced option years. The options, if required, would be exercised at the sole discretion of the National Park Service. The proposed commencement date for this effort is April 19, 2008. The incumbent contractor, Brush Hill Transportation Company, 435 High Street, Randolph, MA 02368 is the sole source for this service. This procurement is being issued under the authority of 41 U.S.C.253(c) (1) - only one responsible source. Any other firms desiring consideration are requested to provide (1) Evidence that they can provide trolley drivers who possess, before the commencement of the operating season, both a valid Massachusetts Commercial Driver's license Class "A" and a current U.S. DOT physical card; (2) The ability to provide repair and maintenance services on diesel-fueled bus and trolley engines, transmissions, electrical, hydraulic and air systems, and related mechanical parts: (3) The ability to store the three trolleys on a nightly basis, and (4) the ability to conform to the trolley schedule which (a) Begins at 9:10 am at the NPS Visitors Center, 1250 Hancock Street, Quincy, MA; (b) Goes to Old House, 135 Adams Street, Quincy, MA; (c) Goes to Visitors Center Adams' Birthplaces, 133-141 Franklin Street, Quincy, MA (d) Goes to Old House United First Parish Church, 1306 Hancock Street, Quincy, MA and (e) Returns to Visitors Center, 1250 Hancock Street, continuing with half-hour headways until 5:10 pm, within forty-five (45) calendar days of the posting of this synopis, to Beth Faudree, National Park Service, Northeast Regional Office, 15 State Street, Boston, MA 02109-3572.
