Description
AMENDMENT TO ANNOUCEMENT 601818R501 - Competitive SBA-Certified HUBZone Small Business Set-aside - Multiple Award 5-Year Fencing Construction Indefinite Delivery, Indefinite Quantity (IDIQ) Task Order Contracts SOLICITATION: 601818R501. This is a competitive set-aside procurement open to SBA-certified HUBZone small businesses. All responsible SBA-certified HUBZone small businesses may submit a proposal which shall be considered by the agency. BACKGROUND: These contracts are designed to respond to the recurring fencing needs of Region 6 of the U.S. Fish & Wildlife Service. DESCRIPTION OF SOLICITATION: 5-Year (March 2008 - February 2013) multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) Fence Construction Task Order contract. Places of performance are at National Wildlife Refuges and Fish Hatcheries and other sites located within the eight (8) states of U.S. Fish & Wildlife Region 6 that include North and South Dakota, Montana, Wyoming, Utah, Colorado, Nebraska and Kansas. Solicitation to be posted on or about the 21th of Febrary 2008. Offeror proposals due 30 days later - on or about the 24th of March 2008. NAICS code 238990 - All Other Specialty Trade Contractors. Up to three (3) contract awards anticipated. MAXIMUM VALUE: The maximum overall cumulative value (maximum non-guaranteed) amount is $5 Million for each awarded contract for the life of each 5-year contract. MINIMUM VALUE: The guaranteed minimum for each contract awarded is $25,000.00 for the life of the 5-year contract (Base Year plus 4 Option Years). Contractors are not guaranteed work in excess of the minimum guarantee specified herein. TASK ORDERS: Task order prices will range from $2,000 to $500,000 with the majority or orders in the $30,000 to $100,000 price range - and many will be over $100,000. Offerors must be able to perform in all eight states and work a minimum of two projects simultaneously at different locations. In accordance with Federal Acquisition Regulation (FAR) 5.101, this office is making this announcement on the FEDBIZOPPS website. The only services authorized under these contracts will be ordered by the Government through issuance of task orders on a competitive basis to awarded Contractors. The Government makes no representation as to the number of task orders or actual amount of services to be ordered, Contractors are not guaranteed work in excess of the minimum guarantee specified. PERFORMANCE PERIOD: Base year and four (4) 12-month option periods. Base period performance anticipated to begin in March 2008. Option 4 performance anticipated to end in March 2013. TYPE OF CONTRACT: This procurement consists of one solicitation with the intent to award to no more than 3 Indefinite Delivery/Indefinite Quantity (IDIQ) Task Order Contracts for fence construction services to the responsible and responsive offerors whose proposals, conforming to the Request for Proposal (RFP), represent the best value to the Government, considering technical, past performance, and price factors, specified in the RFP. Offerors will be required to submit a technical proposal that addresses fencing experience and capability, past performance information on five (5) fence construction projects from the last three (3) years, and a price proposal. The basis of award shall be best value to the Government - technical and past performance factors will be considered more important then the price factor. Fence-related construction services include new construction, removal and replacement of fence structures, maintenance of fence structures, and other fence-related services. This acquisition is being conducted in accordance with FAR Part 15 and other applicable federal and agency regulations. Interested parties will be able to access a copy of the solicitation from the web - once posted. Interested parties are encouraged to "Register to Receive Notification" on the FEDBIZOPPS website by using the search function and entering this pre-solicitation/solicitation number: "601818R501".
