- With this announcement, the Chicago District Corps of Engineers issues a Pre-solicitation Notice for its Michigan City Harbor Dredging 2008 Project. The Contractor will be responsible for providing all necessary labor, equipment, and materials to per form Hydraulic Dredging of 35,000 cubic yards (cu. Yd.) of sand from the Outer Harbor area of Michigan City Harbor, Indiana. This maintenance dredging work will require removal of all sand above -14' Low Water Datum (LWD) with 1.0' of allowable dredging a nd placement of all sand removed on the beach at Mount Baldy approximately 1.5 miles west of the Harbor. Dredging will take place between the North end of the East Pier and the entrance to the marina. Based on past dredging in this area the Corps expects approximately 35,000 cubic yards of material will need to be removed. NO DREDGING will be allowed between MAY 1 and MAY 21, 2008. The Classification Code for this procurement is North American Industry System (NAICS) 237990 Other Heavy and Civil Engin eering Construction. COMPETITION IS RESTRICTED TO EMERGING SMALL BUSINESS CONCERNS. The Small Business Size Standard is $18.5 Million (Note: To be considered small for purposes of Government Dredging procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern). The estimated magnitude of the proposed procurement is between $250,000.00 and $500,000.00. The Invitation For Bid (IFB) Package will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated or printed using Adobe Acrobat Reader. Interested Bidders can download the IFB Package from the Internet Site https://www.fedteds.go v/. The solicitation will be available at the above mentioned Internet site on or about 25 February 2008. The due date for bids will be on or about 27 March 2008 at 2:00 P.M. Central Standard Time (CST). In order for contractors to be awarded a contract with the Department of Defense, the contractor must be registered in Central Contractor Registration (CCR) System. Contractors can access the CCR for free at http://www.ccr.gov. The Government intends to award a FIRM-FIXED PRICE CONSTRUCTION CONTRACT.
