- Per the Office of Management and Budget (OMB) Circular A-76 of 29 May 2003 (Revised), the U.S. Army Contracting Agency Southern Region (ACA-SR) Yuma, AZ 85365 intends to issue a solicitation for the Public Private Competition of Public Works at the U.S. Army Garrison, Directorate of Public Works (DPW), White Sands Missile Range, NM. DPW services consist of Work Management; Maintenance and Repair of Buildings and Structures; Locksmithing; Heating Plants and Systems; Heating, Ventilation, and Air Cond itioning Refrigeration Systems; Industrial and Weight Testing Equipment; Surface Area Maintenance; Stallion Range Center; Pest Control; Housing Services; Environmental Services; Engineering Services; Master Planning Services; and Business Operations Integr ation. The solicitation will provide that offerors may submit separate proposals for the Environmental Services requirement with the Government reserving the right to award all DPW requirements (to include Environmental Services) under a single award or se parate awards, one award for DPW and one award for Environmental. The place of performance is located at the U.S. Army Garrison, DPW, White Sands Missile Range, NM. The North American Industry Classification System (NAICS) Code for DPW is 561210 with a Sma ll Business Size Standard of $32.5M in average annual receipts as determined by 13 CFR 121.104. The North American Industry Classification System (NAICS) Code for Environmental Services is 813312 with a Small Business Size Standard of $6.5M in average annu al receipts as determined by 13 CFR 121.104. This will be a Total Small Business Set-Aside. The solicitation will provide the phase-in period and performance period that will include a base period of 1-year with four 1-year option periods. It is anticipate d that solicitation W9124R-07-R-0009D will be posted to Federal Business Opportunities and the ACA-SR Yuma website http://www.yuma.army.mil/site_contracting.asp under RFPs on or after 22 February 2008.
