Description
The 37th Contracting Squadron, Lackland AFB, TX, is seeking sources capable of providing TF-39 engine testing services. This notice is for planning purposes only and shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. The Government is not liable for any costs incurred by interested parties in responding to this request for information. The purpose of this request for information is to determine the capability of potential sources and the availability of commercial sources pursuant to FAR Part 10. Large and small businesses are encouraged to participate in this survey. Industry is encouraged to respond with information not constrained by proprietary data rights. However, if proprietary data is included in your reply, please mark it appropriately. DESCRIPTION OF SERVICES: Contractor shall provide all labor, equipment, and facility(s) to perform engine operations and checkout shall includes the following tasks for the selected TF-39 Engine Test Runs: Inspect Engine & Prep; Prep-in Cell; De-Prep In Cell; De-Prep Engine; Maintenance Support; Electrical Support; and Pacer Comet Support. Contractor shall perform the required operations requirements in accordance with Technical Order (T.O.) 1C-5A-10-1 (see http://pdsm.wpafb.af.mil/toprac/Get_DLSC_code.htm for instructions to obtain Air Force Technical Orders), Test Instruction Engine Build-up Unit, and all current manuals, regulations, and directives. Contractors are requested to provide the following information: 1. Have you performed this service in the past? If so, provide past performance information on same or similar type services (i.e., brief description of service, customer, dollar value, etc.). 2. What are the performance standards for your training? 3. How do you determine quality service is provided? 4. Are there commercial/industry standards? If so, what are the standards? 5. How much lead time is required to provide these services? 6. How do you ensure/measure customer satisfaction? 7. Have you provided these services to the government in the past? If so, what government agency? 8. Do you have or had a federal government contract (i.e., GSA, IDIQ, BPA, etc.)? 9. What is your business size/status (i.e., large, small, 8(a), veteran-owned, etc.) 10. Do you own or have access to a jet engine test facility? 11. Does your company have experience, either military or commercial, testing large jet engines? 12. Can you perform engine tests on TF-39 engines (C-5) to include: Pre-Maintenance Runs, Fan Balance Trim Runs, Oil Consumption Runs, After Maintenance Performance Runs, and Preservation Runs? 13. Do you have the required connecting adapter for a TF-39 engine? 14. What is the average turn around time to test engines? 15. Can you provide required consumables required to perform test (i.e, JP8 fuel, engine oil, hydraulic fluid, and any other required consumables to perform the test. 16) Do you have certified technicians who can service and test TF-39 engines in accordance with T.O. 1C-5A-10-1? 17. Will you have the capability of transporting the C5A engine to your testing facility from Kelly USA, Texas?If available, please send your catalog (type of labor category) and pricelist.
