Description
The Natural Resources Conservation Service (NRCS) in Arkansas is seeking qualified firms to provide real estate appraisal services throughout the state. Appraisals are required for the purchase of conservation easements under the Wetlands Reserve Program (WRP), the Healthy Forests Reserve Program (HFRP), and the Grassland Reserve Program (GRP). The purpose of the appraisal is to provide an opinion of market value of the entire subject property (larger parcel) before acquisition of an easement (before value) and an opinion of market value of the entire subject property remaining after the proposed easement has been placed (after value) as of a current date of value. The appraiser shall recognize that in a before and after appraisal, the partial interest being acquired is not actually being appraised. What is appraised is the larger parcel before and after the conveyance of the partial interest. Appraisals shall comply with the Uniform Standards of Professional Appraisal Practice (USPAP), Uniform Appraisals Standards for Federal Land Acquisitions (UASFLA aka Yellow Book) and Supplemental Standards as issued by NRCS. The contract(s) will be for a firm fixed price, indefinite delivery, indefinite quantity contract(s), competitively negotiated, not to exceed $500,000. Any contract resulting from this solicitation will have a one year base period from date of award, with a possible four one year renewal option period(s). One or more contract(s) will be awarded to the offeror(s) whose proposal conforms to the solicitation and is considered the best value to the Government, all factors considered. . To be considered for award, appraisers must be a State Certified General Real Property Appraiser in Arkansas and provide a copy of his/her license/credential. All appraisals obtained through this contract must comply with USPAP, Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA aka Yellow Book) and Supplemental Standards as issued by NRCS. Documentation of appraisal education courses attended such as eminent domain or conservation easements and UASFLA courses shall be provide by the review appraiser to the Contracting Officer. Also, to be considered for award, the proposing firm must have an office located within the State of Arkansas, or within 100 miles of an Arkansas border. A quick response is required to meet program deadlines and failure to provide a quick response could jeopardize Arkansas NRCS programs. This procurement is 100% set-aside for small business. The associated NAICS code is 531320 and the small business size standard of $2 million will be used. The following evaluation factors will be used to evaluate offers for award, and are listed in descending order of importance. 1) Past Performance, including timeliness and quality of work; 2) Capacity to accomplish work, including evaluation of staff appraisers and subcontractors; and 3) Technical Competence/Experience. All evaluation factors other than cost or price, when combined are approximately equal to cost or price. For planning purposes, the Government anticipates approximately 40 appraisals to be completed for the base year and each renewal year. The Government reserves the right to award more than one contract for a period of up to one year after the proposal due date. Proposal prices are effective for 90 days from the proposal due date, unless extended by the offeror. Technical reviews will be conducted on the first appraisal of each fiscal year, and on approximately 10 percent of all subsequent appraisals completed by each individual appraiser. Interested vendors may download the solicitation when posted on FedBizOpps, and respond to the due date on the solicitation. The solicitation is anticipated to be posted on or about January 22, 2007.
